Rekayasa Ulang Posisi dan Peran Lembaga Serta Kebijakan untuk Rehabilitasi Lahan Kritis

Abstract

The purpose of land rehabilitation (LR) is to improve of landuse capability. Actually, LR needed participation of many institutions and policies. The objective of this research is to assess the role, position, and function of each institution and each policy related to LR. The research methodology is lntrepretation Structural Modelling (ISM). The result showed there are 26 institutions and 12 policies related to LR. Department of Forestry, Environment Non-Government Organization (NGO), and District Department of Forestry have high score driver power and dependency to LR programs. They are strategic institutions of LR. Otherwise, institution of Law, Distric Planning Agency (BAPPEDA), and Donor lnstitution have high score driver power on LR. Smallholders, Estate Company, Old Costum lnstitution (Lembaga Adat), Forestry Company, and Shifting Cultivation Farmer (peladang berpindah) have high score dependency on LR. Environmental policy, forestry policy, wood trade policy, and old custom policy have high score on driver power dan dependency of LR. Enviromental policy, land rent policy, and forestry exploitation policy are higher score on driver power of LR. To accelerate LR programs, the government intitution, especially the Departement of Forestry, District Department of Forestry, Department of Environment. Department of Finance, Department of Agriculture, dan District Department of Public Work have been to increase of coordination on formulation and implementaion LR policy, especially forest eksploitation policy, environmental policy, and actualization of Old Custom right.
