| dc.description.abstract | Management of Irrigation involves stakeholders, such as fanners, Local Government. Distric Agency for Agricultural Services and Irrigation Management Unit. Each of them has their own preference, farmers and Local Government prefer to profit; Distric Agency for Agricultural Services prefers to food security, while Irrigation Management Unit prefers to equity of cultivated area. Optimizing the three preferences is relatively difficult, besides the difficulty in technical factor likes water scarcity.
