Coal-fired steam power plants in the paper industry produce flue gas emissions containing sulfur dioxide (SO2), which can degrade air quality and affect human health and the environment. This study aims to analyze SO2 levels at the stack of a steam power plant in a paper industry and to calculate the SO2 mass balance as a basis for planning a flue gas desulfurization (FGD) system. A quantitative descriptive method was applied using primary data on SO2 concentration, oxygen content, and flue gas flow rate measured directly at the stack with a portable gas analyzer, as well as secondary data consisting of coal ultimate analysis and company technical documents, processed using Microsoft Excel. The results show an SO2 concentration of 815.568 ppm or 2,134.82 mg/Nm³, exceeding the emission standard of 550 mg/Nm³. The SO2 mass flow entering the FGD system is 1,573.96 kg/h with a removal target of 76.4%, so the amount of SO2 to be removed is 1,202.51 kg/h. The required limestone (CaCO3) input is 2,160.75 kg/h with 12,244.26 kg/h of process water, while the outputs are 3,231.73 kg/h of gypsum, 281.84 kg/h of unreacted CaCO3, and an outlet SO2 concentration of approximately 503.82 mg/Nm³, which meets the emission standard.
