      Abstract
      Penelitian ini bertujuan untuk menganalisis strategi komunikasi digital yang diterapkan oleh Kementerian Koordinator Bidang Politik dan Keamanan Republik Indonesia (Kemenko Polkam RI) dalam menangkal penyebaran hoaks di media sosial, khususnya melalui akun resmi Instagram @polkamri. Latar belakang penelitian ini adalah meningkatnya arus informasi digital yang kerap tidak terverifikasi dan berpotensi menimbulkan disinformasi publik serta menurunkan kepercayaan terhadap lembaga pemerintah. Penelitian ini menggunakan pendekatan kualitatif dengan metode netnografi dan wawancara semi-terstruktur terhadap pihak humas serta audiens pengguna Instagram. Analisis penelitian ini didasarkan pada teori resepsi Stuart Hall (encoding–decoding) yang menjelaskan bagaimana pesan pemerintah dikonstruksi (encoding) dan dimaknai kembali oleh masyarakat (decoding) melalui interaksi digital. Hasil penelitian menunjukkan bahwa strategi komunikasi Kemenko Polkam RI dijalankan melalui tahapan perencanaan, produksi, publikasi, interaksi, dan evaluasi konten. Setiap unggahan, baik berupa infografis, video edukatif, maupun kampanye #StopHoaks, dikemas secara informatif dan visual untuk memperkuat kredibilitas serta partisipasi publik. Audiens menampilkan tiga bentuk penerimaan pesan, yakni dominan-hegemonik (mendukung penuh), negosiasi (menerima dengan penyesuaian makna), dan oposisi (menolak atau meragukan pesan). Hasil ini menunjukkan bahwa komunikasi digital pemerintah tidak bersifat satu arah, melainkan dialogis dan partisipatif.
       
      This study aims to analyze the digital communication strategies used by the Coordinating Ministry for Political and Security Affairs of the Republic of Indonesia (Kemenko Polkam RI) to counter the spread of hoaxes on social media, particularly through its official Instagram account, @polkamri. This study was motivated by the increasing flow of digital information that is often unverified and may lead to public disinformation and reduce trust in government institutions. This study uses a qualitative approach through netnography and semi-structured interviews with public relations staff and Instagram users. The analysis applies Stuart Hall’s Reception Theory (encoding–decoding), which explains how government messages are created (encoding) and interpreted by the public (decoding) through digital interactions. The results show that Kemenko Polkam RI’s digital communication strategy involves several stages, including planning, content production, publication, interaction, and evaluation. Various types of content, such as infographics, educational videos, and the #StopHoaks campaign, are presented in an informative and visual manner to build public trust and encourage participation. The audience showed three forms of message reception: dominant-hegemonic, in which the message is fully accepted; negotiated, in which the message is accepted with some adjustments in meaning; and oppositional, in which the message is rejected or questioned. These findings show that government digital communication is not only one-way but also involves dialogue and public participation.
