Subsidized fertilizer distribution in Indonesia continues to face information inconsistencies among government agencies, fertilizer retailers, and farmers, reducing the transparency of fertilizer allocation. To improve transparency, the Government of Banyuwangi Regency developed the Subsidized Fertilizer Distribution Monitoring Application (Cek Pubertas) in 2023. This study aims to analyze the determinants of farmers' Continuance Intention and Use Behavior in the sustainable use of the application, as well as to evaluate user satisfaction and the performance of the application's service attributes. This quantitative study involved 180 rice farmers who actively used the Cek Pubertas Application from 20 farmer groups across five major rice-producing sub-districts in Banyuwangi Regency. The determinants of continuance use were analyzed using Structural Equation Modelling-Partial Least Squares (SEM-PLS) based on the Unified Theory of Acceptance and Use of Technology (UTAUT), consisting of Performance Expectancy, Effort Expectancy, Social Influence, Facilitating Conditions, Continuance Intention, and Use Behavior. User satisfaction was evaluated using the Customer Satisfaction Index (CSI) and Importance Performance Analysis (IPA) based on the dimensions of System Quality, Information Quality, and Service Quality. The results indicate that Effort Expectancy is the strongest determinant of Continuance Intention, followed by Social Influence and Performance Expectancy. Facilitating Conditions do not significantly influence Continuance Intention, but they have a positive effect on Use Behavior. Social Influence also directly affects Use Behavior, highlighting the important role of agricultural extension workers and farmer groups in encouraging the sustainable use of the application within a semi-mandatory use environment. The CSI analysis shows that overall user satisfaction falls into the unsatisfied category, with a score of 67.53%. IPA identifies real-time quota information updates and the availability of a two-way online consultation feature as the highest priorities for improvement. Meanwhile, quota information accuracy, language clarity, and personal data security demonstrate satisfactory performance and should be maintained. These findings indicate that the sustainability of application use is determined not only by users' behavioral factors but also by the quality of the digital service provided. Therefore, future application development should prioritize strengthening the digital capacity of agricultural extension workers, improving real-time data synchronization, developing a user-friendly two-way consultation feature, and expanding rural internet infrastructure to support the long-term sustainability of application use.
