Pembangunan pariwisata Mandalika sebagai Kawasan Ekonomi Khusus (KEK) merupakan manifestasi visi strategis pemerintah Indonesia untuk mendorong pertumbuhan ekonomi makro melalui sektor pariwisata berkelas dunia. Sebagai Proyek Strategis Nasional (PSN), KEK Mandalika telah mencatatkan capaian fisik dan administratif yang signifikan, tecermin dari keberhasilan desa penyangga mencapai status Desa Mandiri pada Indeks Desa Membangun (IDM) 2023. Namun, akselerasi pembangunan infrastruktur fisik yang sangat pesat memerlukan penyelarasan yang berkesinambungan dengan maturitas infrastruktur komunikasi antaraktor pembangunan. Penelitian ini berangkat dari fenomena "jeda sinkronisasi" antara kemajuan fisik kawasan dengan dinamika komunikasi partisipatif di tingkat tapak. Permasalahan penelitian dirumuskan dalam lima pertanyaan utama yang menguji pengaruh pola komunikasi pembangunan terhadap partisipasi masyarakat dan keberhasilan pembangunan pariwisata, serta mencari penjelasan alternatif apabila hubungan linear antarvariabel tidak terpenuhi secara empiris.
Tujuan utama penelitian ini adalah untuk menganalisis dan menjelaskan mekanisme hubungan antara pola komunikasi, partisipasi masyarakat, dan keberhasilan pembangunan pariwisata dalam konteks kawasan ekonomi khusus yang bertata kelola kompleks. Secara operasional, penelitian ini mengidentifikasi tiga variabel utama. Pola komunikasi pembangunan didefinisikan sebagai struktur interaksi dan arus pertukaran pesan antaraktor pembangunan yang diukur melalui sepuluh dimensi: arah penyebaran pesan, intensitas, keterbukaan informasi, pemanfaatan teknologi digital, interaktivitas sosial, kepatuhan norma lokal, adaptabilitas, kepercayaan pesan, orientasi kolaboratif, dan literasi emosional. Partisipasi masyarakat dipahami sebagai keterlibatan aktif warga yang mencakup tahap perencanaan (pengambilan keputusan), pelaksanaan program di lapangan, serta pemanfaatan hasil dan evaluasi keberlanjutan. Sementara itu, keberhasilan pembangunan pariwisata dimaknai sebagai capaian transformatif dari perspektif komunikasi, yang dioperasionalkan melalui tujuh aspek: kesadaran literasi pariwisata, partisipasi komunikatif dalam keputusan, konektivitas sosial, aksesibilitas informasi, kapasitas pemberdayaan individu, representasi budaya lokal, dan transformasi perilaku menuju keberlanjutan.
Penelitian ini menggunakan pendekatan metode campuran (mixed methods) dengan desain eksplanatori sekuensial. Tahap kuantitatif dilakukan melalui survei terhadap 219 responden di empat desa penyangga (Kuta, Sengkol, Mertak, dan Rembitan) yang dianalisis menggunakan Structural Equation Modeling–Partial Least Squares (SEM-PLS). Tahap kualitatif menyusul kemudian melalui wawancara mendalam terhadap 13 informan kunci untuk menjelaskan mekanisme sosiokultural di balik angka statistik.
Hasil analisis SEM-PLS menunjukkan bahwa pola komunikasi pembangunan belum berpengaruh signifikan terhadap partisipasi masyarakat (ß=0,071;p=0,538). Temuan kualitatif menjelaskan bahwa hal ini terjadi karena komunikasi yang berlangsung saat ini masih berada pada tahap informatif-administratif, yaitu informasi sering kali diterima agensi lokal setelah rencana pembangunan berada pada tahap final. Pengujian berikutnya menunjukkan temuan unik yaitu partisipasi masyarakat berpengaruh signifikan namun memiliki arah hubungan negatif terhadap persepsi keberhasilan pembangunan (ß=-0,210;p<0,001). Fenomena ini diidentifikasi sebagai "Partisipasi Reaktif," yaitu peningkatan keterlibatan warga merupakan bentuk agensi kritis untuk menyelaraskan dinamika lapangan dengan nalar sosiokultural masyarakat Sasak. Data menunjukkan bahwa indikator transformasi perilaku menuju keberlanjutan meraih skor tertinggi, sementara indikator representasi budaya tetap berada pada level yang solid, membuktikan keberhasilan pemerintah dalam melestarikan identitas lokal di tengah transformasi modern.
Sebagai temuan kebaruan (novelty), penelitian ini mengembangkan “Model Resonansi Komunikasi Pembangunan Pariwisata (MRKP).” Model ini merekonstruksi hubungan antarvariabel dari pola linear searah menjadi siklus resonansi yang saling menguatkan. MRKP menjelaskan bahwa keberhasilan pembangunan pariwisata merupakan fungsi dari keselarasan komunikasi yang dibangun melalui enam komponen: komunikasi dialogis, keselarasan informasi, keseimbangan peran, ruang deliberasi, kapasitas partisipatif, dan legitimasi pembangunan. Hubungan ini bersifat sirkular. Hal ini menunjukkan legitimasi yang kokoh akan memperkuat kualitas komunikasi pada siklus pembangunan berikutnya.
Implikasi penelitian ini menekankan perlunya penguatan "infrastruktur komunikasi" guna mengimbangi kemegahan infrastruktur fisik KEK Mandalika. Saran kebijakan yang diajukan adalah pelembagaan "Protokol Pra-Keputusan" minimal 60 hari sebelum kebijakan strategis difinalisasi serta institusionalisasi nilai lokal seperti Sangkep Beleq ke dalam struktur tata kelola kawasan. Transformasi dari partisipasi reaktif menjadi kolaborasi transformatif melalui model resonansi ini akan memperkokoh legitimasi sosial dan memastikan Mandalika menjadi destinasi pariwisata kelas dunia yang inklusif, berkeadilan, dan berkelanjutan bagi bangsa Indonesia.

The development of Mandalika as a Special Economic Zone (SEZ) is a manifestation of the Indonesian government’s strategic vision to accelerate macro-economic growth through the world-class tourism sector. As a National Strategic Project (PSN), Mandalika has recorded significant physical and administrative milestones, as evidenced by the achievement of buffer villages reaching 'Independent Village' (Desa Mandiri) status in the 2023 Village Development Index (IDM). However, the rapid acceleration of physical infrastructure requires continuous alignment with the maturity of communication infrastructure between development actors. This research stems from the phenomenon of a "synchronisation gap" between the region's physical progress and the dynamics of participatory communication at the local level. The research problem is formulated into five primary questions that examine the influence of development communication patterns on community participation and the success of tourism development, while seeking an alternative explanation should the linear relationships between variables remain empirically unsupported.
The primary objective of this study is to analyse and explain the mechanism of the relationship between communication patterns, community participation, and the success of tourism development within the context of a complex-governance special economic zone. Operationally, this research identifies three main variables. Development communication patterns are defined as the interaction structure and the flow of message exchange between development actors, measured through ten dimensions: direction of message diffusion, intensity, information openness, digital technology utilisation, social interactivity, adherence to local norms, adaptability, message trust, collaborative orientation, and emotional literacy. Community participation is understood as the active involvement of citizens covering the stages of planning (decision-making), field implementation, and the utilisation of results and sustainability evaluation. Meanwhile, tourism development success is interpreted as a transformative achievement from a communicative perspective, operationalised through seven aspects: tourism literacy awareness, communicative participation in decisions, social connectivity, information accessibility, individual empowerment capacity, local cultural representation, and behavioural transformation towards sustainability.
The study employs a mixed-methods approach with a sequential explanatory design. The quantitative phase was conducted through a survey of 219 respondents across four buffer villages (Kuta, Sengkol, Mertak, and Rembitan), analysed using Structural Equation Modelling–Partial Least Squares (SEM-PLS). The qualitative phase followed with in-depth interviews of 13 key informants to explain the socio-cultural mechanisms behind the statistical data.
The SEM-PLS analysis results indicate that development communication patterns do not yet have a significant effect on community participation (ß=0.071;p=0.538). Qualitative findings explain that this occurs because current communication remains at an “administrative-informative stage”, where information is often received by local agencies after development plans have reached a final stage. Subsequent testing revealed a unique finding where community participation significantly influences the perception of development success, but with a “negative relationship direction” (ß=-0.210;p<0.001). This phenomenon is identified as "Reactive Participation," where increased citizen involvement serves as a form of critical agency to align field dynamics with the socio-cultural logic of the Sasak community. Data show that the “behavioural transformation towards sustainability indicator” achieved the highest score (2.24), while the cultural representation indicator remained solid, proving the government's success in preserving local identity amidst modern transformation.
As a theoretical novelty, this research develops the “Tourism Development Communication Resonance Model (MRKP).” This model reconstructs the relationship between variables from a one-way linear pattern into a mutually reinforcing “resonance cycle.” The MRKP explains that the success of tourism development is a function of communication alignment built through six components: “dialogic communication, communication attunement, role balance, deliberative space, participative capacity, and development legitimacy.” This relationship is circular, whereby robust legitimacy reinforces the quality of communication in subsequent development cycles.
The implications of this research emphasise the need to strengthen "communication infrastructure" to balance the grandeur of Mandalika's physical infrastructure. Policy recommendations include the institutionalisation of a "Pre-Decision Protocol" at least 60 days before strategic policies are finalised, as well as the integration of local values such as Sangkep Beleq into the zone's governance structure. Transforming reactive participation into “transformative collaboration” through this resonance model will bolster social legitimacy and ensure Mandalika becomes an inclusive, equitable, and sustainable world-class tourism destination for the Indonesian nation.
