Thermal comfort is one of the key indicators in assessing the quality of the urban environment because it is closely linked to public health, productivity, and quality of life. Rapid urbanization is altering surface characteristics through an increase in the area of built-up land, which triggers the Urban Heat Island (UHI) phenomenon. This condition raises land surface temperature (LST), which in turn affects thermal conditions in urban areas. The commonly used thermal comfort index, the Temperature Humidity Index (THI), considers only air temperature and relative humidity; therefore, it cannot adequately represent the influence of surface characteristics on thermal comfort. Consequently, there is a need to develop a THI modification model that integrates surface temperature information to more accurately describe thermal comfort conditions in urban areas. This study aims to develop a modified Temperature Humidity Index (THI) model based on land surface temperature (LST), evaluate the model’s performance compared to the conventional THI, and analyze the spatial and temporal distribution of thermal comfort in the Greater Jakarta area. In addition, this study aims to explain the relationship between the distribution of thermal comfort and the surface energy balance mechanism through an analysis of sensible heat flux (SHF), latent heat flux (LHF), and the Bowen Ratio. The data used included air temperature and relative humidity from BMKG observations at the Kemayoran and Curug Meteorological Stations for model development, as well as ERA5-Land reanalysis data and LST data from MODIS Terra for spatial analysis during the 2015–2024 period. The model was developed using linear and exponential regression approaches with the variable ?Temp (LST-T) to reduce circularity resulting from the use of air temperature as a component of the modified THI model. Model evaluation was performed using the coefficient of determination (R²), Root Mean Square Error (RMSE), and cross- validation analysis across locations. The best model was then applied to reanalysis data to generate the spatial distribution of modified THI model in the Greater Jakarta area. Spatial analysis was conducted on a seasonal basis as well as using climatological averages for the 2015–2024 period. To explain the physical mechanisms influencing thermal comfort distribution, spatial analyses of SHF, LHF, and the Bowen Ratio were performed. The results of the study show that the linear regression model performed best, with an R² of 0.60, an RMSE of 1.25, and an MAE of 0.95. The use of ?Temp as a predictor variable reduces circularity, making the resulting statistical relationship more independent of the basic THI equation. Model implementation on reanalysis data shows that the spatial patterns of the THI modification model are generally consistent with those of the conventional THI but produce a more detailed spatial representation, particularly in urban areas. THI modification model values are relatively higher in areas dominated by built-up land, such as Jakarta, Bekasi, and Tangerang, while southern areas dominated by vegetation show lower values. An analysis of the differences between the conventional THI and the THI modification model indicates that the integration of LST provides the most significant spatial correction in urban areas, whereas the differences between the two models are relatively small in suburban and vegetated areas. Seasonal analysis shows that the spatial distribution of thermal comfort maintains a relatively consistent pattern throughout the year, although the magnitude of the LST’s influence varies across seasons. Across all seasons, urban areas continue to exhibit higher THI modification model values compared to surrounding areas. Analysis of the surface energy balance reveals that areas with high SHF and Bowen Ratio values tend to have higher model THI values, whereas areas dominated by LHF exhibit relatively better levels of thermal comfort. These results indicate that variations in thermal comfort in urban areas are influenced not only by air temperature and relative humidity but also by surface energy distribution mechanisms that govern changes in surface temperature. A new finding in this study is the development of a modified THI model based on the ?Temp (LST-T) variable, which successfully integrates surface temperature information. Unlike conventional approaches that rely solely on air temperature and relative humidity, the developed model is capable of improving the spatial representation of thermal comfort, particularly in urban areas, through the integration of surface temperature characteristics. This study also shows that the improved THI modification model has a consistent correlation with the distribution of SHF and the Bowen Ratio, thereby providing a stronger physical basis for explaining the dynamics of thermal comfort in urban areas. Overall, this study shows that integrating surface temperature into the THI modification model yields a more realistic spatial representation of thermal comfort compared to the conventional THI, particularly in areas with complex urban characteristics. The developed model has the potential to serve as a more representative indicator to support urban climate monitoring, land-use planning, Urban Heat Island mitigation, and the development of adaptation strategies to address the increased risk of thermal discomfort resulting from climate change and urbanization.
