Abstract

ABSTRAK Di MUHAMMAD RIFQI SETIA NUGRAHA. Daya Saing Ekspor Kertas Rokok Indonesia Pasar Internasional Periode 2017-2024. Dibimbing oleh BINTANG C. H. SIMANGUNSONG. Penelitian ini bertujuan untuk mengkaji daya saing ekspor kertas rokok Indonesia di pasar internasional selama periode 2017–2024. Komoditas yang dianalisis meliputi kertas rokok dalam gulungan (HS 481310) dan kertas rokok dalam bentuk buku kecil atau tabung (HS 481320). Metode analisis yang digunakan mencakup Revealed Comparative Advantage (RCA) untuk mengukur keunggulan komparatif, Indeks Spesialisasi Perdagangan (ISP) untuk menilai keunggulan kompetitif, serta Constant Market Share (CMS) untuk mengidentifikasi faktor-faktor yang memengaruhi kinerja ekspor. Hasil penelitian menunjukkan bahwa kedua produk kertas rokok memiliki keunggulan komparatif dan kompetitif di pasar internasional, meskipun terdapat kecenderungan penurunan daya saing selama periode pengamatan. Nilai RCA mengalami penurunan secara bertahap, hasil ISP menunjukkan bahwa kedua produk berada pada tahap kematangan, dan analisis CMS mengindikasikan bahwa faktor daya saing menjadi penyebab utama menurunnya ekspor kertas rokok Indonesia, sementara distribusi pasar dan komposisi produk tetap memberikan kontribusi positif. SIMANGUNSONG This research is conducted to evaluate the export competitiveness of Indonesian cigarette paper products in the global market during the period of 2017–2024. The products analyzed consist of cigarette paper in rolls (HS 481310) and cigarette paper in booklets or tubes (HS 481320). The analytical approaches applied include the Revealed Comparative Advantage (RCA) index to assess comparative advantage, the Trade Specialization Index (TSI/ISP) to examine competitive advantage, and the Constant Market Share (CMS) model to determine the factors influencing export performance. The findings reveal that both cigarette paper products exhibit comparative and competitive advantages in international trade, although their competitiveness tends to decline over time. RCA scores show a gradual decrease, ISP results indicate that both products remain in the maturity stage, and CMS analysis demonstrates that competitiveness was the primary factor behind the decline in Indonesia’s cigarette paper exports, while market distribution and product composition continued to make positive contributions.
