| dc.description.abstract | Sustainable Development Goals (SDGs) merupakan suatu mandat yang secara konseptual dan operasional perlu diwujudkan dalam perencanaan dan pelaksanaan pembangunan. Beberapa tujuan SDGs adalah menghapus kemiskinan, pekerjaan yang layak dan pertumbuhan ekonomi, mengurangi ketimpangan, kota dan komunitas yang berkelanjutan. Pembangunan desa memiliki korelasi yang sangat erat dengan pembangunan pertanian mengingat keterkaitan dan ketergantungan masyarakat desa dengan sektor pertanian. Sub sektor pertanian yang memiliki nilai penting dan peran strategis dalam perekonomian nasional adalah perkebunan. Peran strategis perkebunan ini dipertegas dalam Undang-Undang Nomor 39 Tahun 2014 Tentang Perkebunan. Kabupaten Fakfak merupakan penghasil pala yang utama di Provinsi Papua Barat. Pala sangat penting bagi kehidupan sebagian besar masyarakat asli Fakfak yang bermukim di wilayah pedesaan dan memiliki peluang pengembangan dan pasar yang luas namun masih terdapat sejumlah masalah dan tantangan. Strategi pengembangan pala Fakfak yang ada belum memberikan perubahan dan dampak yang signifikan bagi kehidupan petani. Penurunan produksi dan tingkat produksi yang relatif masih rendah belum pula menjadi bahan pertimbangan dalam perumusan strategi pengembangan perkebunan pala. Salah satu pendekatan dalam memahami kondisi sosial ekonomi suatu kelompok rumah tangga adalah Sustainable Livelihood Approach yang berbasis masyarakat dan evidence-based. Perlunya pemahaman secara konseptual dan evidence-based tentang kondisi rumah tangga petani pala serta pemikiran tentang bagaimana strategi pengembangan komoditas pala ini merupakan landasan untuk melaksanakan penelitian ini.
Sehubungan dengan latar belakang tersebut, penelitian ini bertujuan untuk: 1) melakukan analisis tingkat livelihood assets petani pala di Kabupaten Fakfak pada wilayah pesisir maupun gunung, 2) melakukan analisis pengaruh livelihood assets petani terhadap produktivitas usaha tani pala pada tingkat rumah tangga petani, 3) melakukan analisis variabel-variabel utama yang mempengaruhi pemanfaatan aset petani oleh petani pala serta keberlanjutan usaha tani pala, 4). Merumuskan strategi pengembangan usaha tani pala Fakfak dalam konteks sustainable livelihood. Untuk menjawab tujuan di atas, digunakan 4 alat analisis yaitu: 1) Indeks livelihood assets dengan pembobotan dengan metode Rank Order Centroid (ROC), 2). Uji Mann-Whitney untuk mengidentifikasi berbeda atau tidaknya secara statistik aset petani pala pada distrik pesisir dan distrik gunung, 3). Structural Equation Modelling (SEM) dengan SmartPLS, 4). Analisis struktural dengan MICMAC (Matrix of Cross Impact Multiplications Applied to a Classification), 5). Sintesa secara deskriptif hasil temuan analisis pertama hingga ketiga untuk merumuskan strategi pengembangan hasil usaha petani pala Fakfak.
Hasil analisis indeks livelihood assets menunjukkan bahwa indeks livelihood assets petani pala Fakfak berkisar antara 1,78 hingga 3,13 dengan rata-rata 2,29 yang tergolong moderat. Dengan uji Mann-Whitney, terdapat perbedaan livelihood assets yang signifikan antara petani pala di distrik gunung dengan petani pala di distrik pesisir. Secara khusus, petani pala di wilayah pesisir memiliki aset alam, aset sosial, aset budaya, dan aset manusia yang yang lebih tinggi daripada petani di distrik gunung. Aset finansial dan fisik menunjukkan kurangnya variasi diantara distrik yang diamati.
Hasil analisis SEM dengan smartPLS menunjukkan bahwa aset sosial, aset manusia, dan aset psikologis memiliki peran yang krusial dalam peningkatan produktivitas petani pala Fakfak. Secara khusus social network dan ketersediaan tenaga kerja pertanian memiliki pengaruh terhadap produktivitas. Aset finansial dan fisik tidak secara signifikan berpengaruh terhadap produktivitas, yang menunjukkan bahwa faktor seperti dukungan komunitas, akses terhadap lahan, dan resiliensi psikologis lebih berperan dalam peningkatan hasil panen. Temuan ini menekankan pentingnya intervensi untuk memperkuat aset sosial dan aset manusia terutama pada wilayah dengan akses terhadap sumberdayanya lebih rendah.
Berdasarkan analisis struktural dengan MICMAC, diperoleh bahwa bencana alam, jalan raya, dan transportasi merupakan influence variables bagi petani untuk mengoptimalkan pemanfaatan asetnya dalam usaha tani pala. Ketiga variabel ini bersifat mandatory untuk dipertimbangkan dalam perumusan kebijakan yang berkaitan dengan peningkatan produktivitas petani pala dan keberlanjutan usaha tani pala. Kapasitas pengetahuan petani, kelompok tani, program penyuluhan pertanian, business provider seperti koperasi dan Bumdes, akses permodalan, dan akses pasar merupakan relay variables yang juga bersifat required untuk dipertimbangkan dalam perumusan kebijakan. Mengingat relay variables juga dipengaruhi secara kuat oleh variabel lain, oleh karena itu, eksistensi variabel ini menuntut adanya perhatian terhadap variabel lainnya. Jalan usaha tani, fasilitas gudang, adopsi teknologi pertanian, konektivitas digital, subsidi, social capital, kesuburan lahan, informasi harga serta sikap dan motivasi petani merupakan dependent variabel. Karena ketergantunggannya yang tinggi terhadap variabel lain, maka diperlukan perhatian terhadap faktor-faktor yang mempengaruhi variabel-variabel ini. Iklim, hama dan penyakit tanaman, kepastian kepemilikan lahan, dan harga komoditas merupakan excluded variables yang tidak memiliki pengaruh terhadap berjalannya sistem. Variabel-variabel ini dapat diabaikan dalam perumusan kebijakan peningkatan produktivitas petani dalam konteks sustainable livelihood ini.
Strategi untuk mengembangkan hasil usaha petani pala adalah melalui penguatan aset alam, manusia, budaya, dan sosial terkhusus pada petani pala distrik gunung untuk mengurangi gap aset antara wilayah pesisir dan gunung. Strategi penguatan aset manusia dan sosial perlu dilakukan secara menyeluruh untuk meningkatkan pengetahuan dan keterampilan petani serta kohesi sosial yang pada akhirnya mempengaruhi produktivitas petani pala. Pengembangan pala untuk meningkatkan ekonomi petani merupakan strategi yang bersifat multidimensi dan perlu dilakukan secara komprehensif. Peningkatan infrastruktur pedesaan seperti jaringan jalan dan sarana serta fasilitas transportasi mutlak dipenuhi dengan memperhatikan aspek kebencanaan. Program penyuluhan pertanian dengan sasaran spesifik penguatan aset manusia, aset sosial, dan aset psikologis petani juga merupakan langkah strategis pengembangan hasil usaha petani pala ini. Revitalisasi aset budaya seperti Sasi juga menjadi langkah penting untuk menguatkan kapasitas kelembagaan ekonomi petani pala Fakfak. | |
| dc.description.abstract | The Sustainable Development Goals (SDGs) represent a global development mandate that must be translated into both conceptual frameworks and operational actions through effective planning and implementation processes. Among the principal objectives of the SDGs are the eradication of poverty, the promotion of decent work and sustained economic growth, the reduction of inequalities, and the creation of sustainable cities and communities. Rural development is inherently linked to agricultural development due to the strong dependence of rural populations on agricultural activities as a primary source of livelihood. Within the agricultural sector, plantations constitute a strategically important subsector with significant contributions to national economic development, as recognized in Indonesia’s Law No. 39 of 2014 on Plantations. Fakfak Regency is the leading nutmeg-producing region in West Papua Province, where nutmeg serves not only as a major economic commodity but also as an essential livelihood resource for indigenous rural communities. Despite its substantial market prospects and development potential, the nutmeg sector continues to face numerous challenges. Existing development initiatives have yet to generate significant improvements in farmers’ livelihoods, while declining production trends and persistently low productivity levels have not been adequately addressed in plantation development strategies. The Sustainable Livelihood Approach (SLA), a people-centered and evidence-based framework, provides a valuable lens through which the socioeconomic conditions of farming households can be examined. Accordingly, a comprehensive conceptual and empirical understanding of the livelihood conditions of nutmeg farmers, together with the formulation of appropriate development strategies, constitutes the fundamental rationale for this study.
This study aims to: (1) analyze the level of livelihood assets among nutmeg farmers in both coastal and mountainous areas of Fakfak Regency, (2) examine the influence of farmers’ livelihood assets to the productivity of household-level nutmeg farming, (3) identify the key variables influencing the utilization of farmers’ assets in nutmeg cultivation and the sustainability of nutmeg farming system, (4) formulate a sustainable livelihood–based strategy for the development of Fakfak nutmeg farming. To achieve these objectives, 5 analytical approaches were employed: (1) the livelihood assets index using the Rank Order Centroid (ROC) weighting method; (2) the Mann–Whitney test to determine whether statistically significant differences exist in the livelihood assets of farmers between coastal and mountainous districts; (3) Structural Equation Modeling (SEM) using SmartPLS; (4) structural analysis using MICMAC (Matrix of Cross-Impact Multiplications Applied to Classification), (5). A descriptive synthesis of the findings from Objectives 1–3 was conducted to formulate a strategy for the improvement of nutmeg farmers’ production.
The livelihood asset index analysis revealed that the livelihood asset scores of Fakfak nutmeg farmers ranged from 1,78 to 3,13, with an average score of 2,29, indicating a moderate level of livelihood assets. The Mann–Whitney test demonstrated statistically significant differences between the livelihood assets of farmers residing in mountainous districts and those in coastal districts. More specifically, farmers in coastal areas possessed higher levels of natural, social, cultural, and human capital than their counterparts in mountainous regions. In contrast, financial and physical capital exhibited relatively limited variation across the two geographical settings.
The Structural Equation Modeling results indicated that social capital, human capital, and psychological capital play critical roles in enhancing the productivity of nutmeg farmers in Fakfak. In particular, social networks and the availability of agricultural labor were found to exert significant positive influences on productivity. Conversely, financial and physical capital did not demonstrate significant effects on productivity, suggesting that factors such as community support, access to productive resources, and psychological resilience contribute more substantially to agricultural performance. These findings underscore the importance of policy interventions aimed at strengthening social and human capital, particularly in areas characterized by limited access to livelihood resources.
The MICMAC structural analysis identified natural disasters, road (infrastructure), and transportation systems as key influence variables that determine farmers’ ability to optimize their livelihood assets in nutmeg farming. These variables constitute mandatory considerations in policy formulation intended to enhance farmer productivity and to ensure the sustainability of nutmeg-based farming system. Farmers’ knowledge capacity, farmer groups, agricultural extension programs, business service providers such as cooperatives and village-owned enterprises, access to financial capital, and market access were classified as relay variables, which are equally critical for policy development. Given that relay variables are strongly influenced by other variables within the system, their effectiveness depends on simultaneous improvements in other variables. Farm roads, storage facilities, agricultural technology adoption, digital connectivity, subsidies, social capital, land fertility, price information, and farmers’ attitudes and motivation were classified as dependent variables. Owing to their high degree of dependence on other system components, efforts to improve these variables require attention to the underlying factors that shape them. In contrast, climate conditions, crop pests and diseases, land tenure security, and commodity prices were identified as excluded variables with relatively limited influence on the overall functioning of the livelihood system. Consequently, these variables may receive lower priority in policy interventions aimed at improving farmer productivity within the sustainable livelihood framework.
The strategy for enhancing the performance of nutmeg farming enterprises should focus on strengthening natural, human, cultural, and social capital, with particular emphasis on nutmeg farmers in the mountainous districts. Strengthening human and social capital should be implemented comprehensively to improve farmers’ productivity, adaptive capacity, and overall livelihood resilience. The development of the nutmeg sector as a driver of rural economic growth represents a multidimensional strategy that requires an integrated and holistic approach.
The improvement of rural infrastructure, including road networks, transportation facilities, and supporting public services, is essential and should be undertaken with due consideration of disaster risk reduction and environmental sustainability. In addition, agricultural extension programs designed to strengthen farmers’ human capital, social capital, and psychological capital constitute a strategic intervention for enhancing the competitiveness and sustainability of nutmeg farming enterprises. Furthermore, the revitalization of cultural assets, particularly the traditional institution of Sasi, serves as a strategic mechanism for reinforcing the institutional capacity of Fakfak nutmeg farmers, promoting collective resource governance, and supporting sustainable rural economic development. | |
