Land use and land cover (LULC) change in tropical peatland ecosystems is one of the main factors influencing the global carbon balance. Rokan Hilir Regency, Riau Province, is one of the regions with peatland areas experiencing high pressure from plantation development over the past two decades. This condition has resulted in significant changes in land use and land cover over time, particularly the conversion of natural forest into oil palm plantations. These land use and land cover changes have also affected the productivity of the peatland ecosystem as well as the carbon sink/source status of each land cover class, while simultaneously increasing the vulnerability of the area to land fire events. This study aims to analyze the dynamics of land use and land cover change in the Peatland Hydrological Unit (KHG) of Rokan Hilir Regency during the 2005–2025 period, to estimate ecosystem productivity in terms of Gross Primary Productivity (GPP), Net Primary Productivity (NPP), and Net Ecosystem Exchange (NEE), to determine the carbon sink/source status of each land cover class, and to examine its relationship with the spatial distribution of fire hotspots. The methods employed include land cover classification using the Random Forest algorithm through the Google Earth Engine (GEE) platform, estimation of ecosystem productivity using the Light Use Efficiency (LUE) approach based on MODIS satellite imagery, and hotspot data obtained from the Moderate Resolution Imaging Spectroradiometer (MODIS) Fire Information for Resource Management System (FIRMS). The results show that the greatest land cover change during the 2005–2025 period occurred in the expansion of oil palm plantations, increasing from 299,521.24 ha to 456,980.72 ha, accompanied by a sharp decline in natural forest area from 263,686.17 ha to 88,761.81 ha. Natural forest consistently functioned as a carbon sink (negative NEE), while planted/plantation forest exhibited a cyclical pattern related to stand age. Oil palm plantations functioned as a carbon source during the 2010–2015 period, then returned to functioning as a carbon sink in 2025 as the stands matured. The peak number of hotspots occurred in 2005, which was closely associated with initial land-clearing activities. The massive conversion of natural forest into plantation land increased fire vulnerability during the early land-clearing phase and reduced the long-term carbon sequestration and storage capacity of the peatland ecosystem.
