The implementation of the downstreaming policy through the export duty on cocoa beans since 2010 has driven the transformation of Indonesia's cocoa industry by reducing cocoa bean exports while increasing domestic processing capacity and exports of processed cocoa products. Nevertheless, the downstreaming process continues to face various challenges, including increasing dependence on imported raw materials, low productivity and quality of domestic cocoa, underutilization of processing industry capacity, and the limited development of high value-added cocoa products. Therefore, appropriate strategies are needed to address these challenges.
In addition, the implementation of the downstreaming policy in the cocoa sector has also driven changes in Indonesia's cocoa trade structure, including the supply of raw materials, export market orientation, and the growth dynamics of processed cocoa exports. Therefore, the formulation of strategies for strengthening cocoa downstreaming should also be based on an understanding of the current conditions of the trade structure as a basis for developing appropriate policies.
This study aims to analyze the transformation of the trade structure and formulate priority strategies for strengthening Indonesia's cocoa downstreaming. The analysis of trade structure transformation was conducted using three complementary empirical approaches. First, the Import Dependency Ratio (IDR) analysis was used to evaluate the condition of raw material supply by analyzing the dynamics of cocoa bean imports. Second, the analysis of export market diversification for processed cocoa products was conducted using the Herfindahl–Hirschman Index (HHI) and market share trends to describe export market orientation. Third, the analysis of export growth dynamics for processed cocoa products was conducted using the Constant Market Share (CMS) method, which includes the effects of world demand growth, export market distribution, product composition, and competitiveness. These three analyses provide a comprehensive overview of the transformation of Indonesia's cocoa trade structure in terms of raw material availability, market development, and exported products. The empirical findings were subsequently interpreted using the Structure–Conduct–Performance (SCP) paradigm, which serves as a conceptual bridge connecting the diagnosis of current conditions with the formulation of strategies for strengthening Indonesia's cocoa downstreaming.
The IDR analysis indicates that the development of Indonesia's cocoa downstreaming has been accompanied by an increasing dependence on imported raw materials due to the expansion of processing industry capacity that has not been matched by the strengthening of the upstream sector. The HHI and market share analyses show that the structure and orientation of export markets for processed cocoa products have become increasingly integrated with Asian markets, particularly Malaysia, China, India, and the Philippines as emerging markets and regional processing hubs, except for cocoa butter, which is dominated by the United States market. In addition, processed cocoa products exhibit a high level of export market diversification, except for cocoa paste. However, processed cocoa products also show a tendency toward increasing export market concentration, except for cocoa butter, which has become more diversified. The CMS analysis indicates that export growth has shifted from being driven primarily by competitiveness in the early phase of downstreaming to being driven mainly by global demand growth in the later phase. Furthermore, the product composition effect remains negative in both periods, indicating that Indonesia's processed cocoa exports have not yet been aligned with global demand dynamics for high value-added cocoa products, resulting in export opportunities that have not been optimally utilized.
Based on these findings, the interpretation using the SCP paradigm indicates that the main challenge of Indonesia's cocoa downstreaming lies not only in expanding processing industry capacity but also in the suboptimal integration among the upstream sector, the processing industry, and the market. These findings were then combined with the results of in-depth interviews with six key informants to identify the main challenges, formulate strategic alternatives, and establish the evaluation criteria for strengthening Indonesia's cocoa downstreaming. Subsequently, the TOPSIS analysis identified the highest-priority strategy as the revitalization of the upstream sector through improving the productivity, quality, and sustainability of domestic cocoa production, followed by strengthening farmer institutions and supply chain coordination, as well as implementing traceability, certification, and sustainability systems. The next priorities include developing high value-added final cocoa products, strengthening governance, policies, and the national cocoa information system, as well as enhancing market access and competitiveness. Meanwhile, strengthening the intermediate cocoa product industry based on domestic raw materials and developing integrated regional industrial clusters serve as supporting strategies whose implementation should be preceded by strengthening the upstream sector, institutions, and governance in order to achieve a more competitive, sustainable cocoa downstreaming system capable of generating greater value added.
