karakteristik musim kemarau seperti Nusa Tenggara Barat. Kawasan Taman
Niña 2020–2022 menunjukkan penurunan risiko kebakaran akibat peningkatan
curah hujan.
memiliki bobot tertinggi sebesar 0,28682, diikuti deteksi dini sebesar 0,247986,
penegakan hukum sebesar 0,190068, integrasi data iklim sebesar 0,148449, dan
meminimalkan dampak sebesar 0,117678. Berdasarkan kriteria efektivitas, mitigasi
kriteria keberlanjutan, penegakan hukum memperoleh nilai tertinggi sebesar
| dc.description.abstract | Forest fires are one of the main causes of declining ecosystem quality, leading
to vegetation damage, loss of wildlife habitat, disruption of water management
functions, and a decline in air quality and ecosystem services. Climate variability,
such as ENSO and changes in rainfall patterns, plays a role in increasing the risk of
fires, particularly in regions with distinct dry seasons, such as West Nusa Tenggara.
The Gunung Rinjani National Park (TNGR), as a conservation area of high
ecological and economic value, exhibits a high level of vulnerability to forest fires,
especially in the Sembalun Resort, which is also a hub for mountaineering tourism.
Dry climatic conditions, rising air temperatures, low relative humidity, and higher
wind speeds during the dry season accelerate the drying of vegetation fuel and
increase the potential for fire spread. This study aims to analyze the relationship
between climate parameters and forest fire occurrences, estimate the resulting
economic losses, and determine policy priorities for forest fire management in the
area.
A fire risk analysis using the Fire Weather Index (FWI), based on data on air
temperature, precipitation, relative humidity, and wind speed from 2015 to 2024
shows that the period from July to September is the phase with the highest risk
level. FWI values increase significantly when precipitation decreases, relative
humidity is low, air temperature rises, and the easterly monsoon winds blow more
strongly. Large-scale climate variability such as ENSO correlates with fire
dynamics; the El Niño phases in 2019 and 2023 showed increased FWI values and
burned areas, while the 2020–2022 La Niña period indicated a decrease in fire risk
due to increased rainfall. These results confirm that climatic factors play a key role
in determining fire vulnerability levels in TNGR.
Estimates of economic losses for the 2019–2023 period indicate that forest
fires have a significant impact on both environmental and socioeconomic aspects.
The highest biodiversity loss occurred in 2019 at IDR 17.989.775.224, while the
lowest was recorded in 2021 at IDR 27.855. The highest losses related to water
regulation functions also occurred in 2019, amounting to IDR 92.022.509.164, and
increased again in 2023 to IDR11.666.739.158. The highest carbon emissions
occurred in 2019 at 27,862.9 tCO2e, with an economic loss of IDR 4.207.302.147,
and increased again in 2023 to 9,041.6 tCO2e, corresponding to IDR 1.365.285.090.
From a socioeconomic perspective, the greatest losses occurred among the
workforce, specifically guides (IDR 5.348.640.000) and porters (IDR
7.428.160.000), as well as in tourism-related businesses such as lodging, trekking
operators, and restaurants. These results indicate that the burned area is the primary
factor determining the magnitude of economic losses and is strongly influenced by
dry climatic conditions.
An Analytical Hierarchy Process (AHP) analysis shows that mitigation
strategies have the highest weight at 0,28682, followed by early detection at
0,247986, law enforcement at 0.190068, climate data integration at 0,148449, and
impact minimization at 0,117678. Based on the effectiveness criterion, mitigation
again emerged as the best strategy with a value of 0,268663, and it also ranked
highest in cost efficiency at 0.343156 and environmental impact at 0.308665. Under
the sustainability criterion, law enforcement received the highest score of 0.285832,
while for alignment with climate data, early detection ranked highest at 0.327792.
These results indicate that mitigation and early detection approaches are the most
dominant strategies in fire risk management in TNGR. | |
