      Abstract

Community-based forest management through the Community Forestry (Hutan Kemasyrakatan – HKm) scheme is a strategic effort to improve community welfare while maintaining the sustainability of forest resources. In practice, the success of HKm management is largely determined by the ability of farmer households to utilise various livelihood assets and implement adaptive livelihood strategies in response to social, economic and environmental dynamics. This study aims to analyse the relationship between livelihood strategies and the welfare level of farmer households in the Alam Lestari Community Forest (HKm) using the Sustainable Livelihoods Framework approach. This study examines the mastery of five livelihood assets, namely natural, physical, financial, human, and social capital, as well as their relationship with the livelihood strategies applied and the level of household welfare based on indicators from the Central Statistics Agency (CSA) in 2023. The results showed that the livelihood sources of HKm farmer households were still dominated by the on-farm sector, particularly through agroforestry practices and the utilization of non-timber forest products. Social capital was identified as the most dominant livelihood asset, as reflected in the high levels of trust, adherence to social norms, and strong relationships among group members. Meanwhile, financial and human capital remained relatively limited. The dominant livelihood strategies implemented by the households were intensification and diversification, while migration strategies were not observed. The correlation analysis revealed that human capital had the strongest relationship with livelihood strategies, particularly livelihood intensification and diversification. Furthermore, livelihood intensification showed the strongest positive relationship with the welfare of Community Forest (HKm) farmer households. The findings further indicated that the welfare level of HKm farmer households was categorized as moderate, suggesting that basic household needs had generally been fulfilled, although their economic conditions remained vulnerable to production risks and income fluctuations.
