      Abstract
      Penjadwalan perawat merupakan komponen penting dalam manajemen rumah sakit guna memastikan pelayanan kepada pasien terpenuhi secara optimal serta menjaga pemerataan beban kerja tenaga perawat. Beberapa penelitian penjadwalan menggunakan Goal Programming (GP) menunjukkan beberapa ketidakadilan dalam hal pemerataan shift dan jam kerja antarperawat. Penelitian ini bertujuan untuk mengembangkan model penjadwalan perawat menggunakan Fuzzy Goal Programming (FGP) melalui dua skenario, yaitu Skenario 1 yang mengacu pada model GP sebagai referensi pembangun model dan Skenario 2 sebagai pengembangan model. Model diselesaikan menggunakan bantuan software LINGO 21.0. Hasil penelitian menunjukkan bahwa penerapan FGP Skenario 1 menghasilkan perbaikan dibandingkan metode GP. Sedangkan FGP Skenario 2 memberikan hasil terbaik dengan distribusi shift yang lebih seimbang serta jumlah jam kerja yang sesuai dengan ketentuan yang berlaku.
       
      Nurse scheduling is an important component of hospital management to ensure that patient services are fulfilled optimally while maintaining a fair distribution of nurses’ workloads. Several scheduling studies using the Goal Programming (GP) method show inequalities in the distribution of shifts and working hours among nurses. This study aims to develop a nurse scheduling model using the Fuzzy Goal Programming (FGP) method through two scenarios, namely Scenario 1 which refers to the GP model as a reference for model development and Scenario 2 as a model enhancement. The model is solved using LINGO 21.0 software. The results show that the implementation of FGP Scenario 1 provides improvements compared to the GP method. Meanwhile, FGP Scenario 2 provides the best results with a more balanced shift distribution and working hours that comply with the applicable regulations.
