Penerapan Problem Solution Pattern Dalam Penulisan Naskah Video Profile “Dia Yang Mencetak Penjaga Memori Bangsa”

Abstract

Arsip Nasional Republik Indonesia (ANRI) mengemban tugas penting dalam menjaga dan mengelola memori kolektif bangsa melalui Pusat Pengembangan Sumber Daya Manusia (PPSDM) Kearsipan. Sayangnya, peran strategis PPSDM ANRI ini belum banyak diketahui masyarakat luas karena informasi kearsipan biasanya disampaikan secara formal dan teknis, sehingga sulit menjangkau masyarakat luas, apalagi generasi muda. Kondisi inilah yang mendorong lahirnya kebutuhan akan sebuah video profile yang mampu menerjemahkan kerja teknis kearsipan menjadi cerita yang mudah diikuti, tanpa mengorbankan akurasi data kelembagaan. Proyek akhir ini disusun dengan menempatkan penulis sebagai scriptwriter yang bertanggung jawab pada tahap pra-produksi, yaitu menyiapkan naskah video profile "Dia Yang Mencetak Penjaga Memori Bangsa" melalui penerapan problem solution pattern yang diperkenalkan Winter (1968) dan dikembangkan lebih jauh oleh Michael Hoey (2001), terdiri atas unsur situation, problem, response, dan evaluation. Penyusunan naskah dilakukan dengan metode proyek terapan berpendekatan deskriptif kualitatif, melalui tiga aktivitas utama pengumpulan data pada tahap pra-produksi, yaitu observasi lapangan ke PPSDM ANRI, wawancara dengan narasumber dari unsur pimpinan, pengajar, dan tenaga teknis, serta studi pustaka terhadap regulasi kearsipan dan literatur penulisan naskah audiovisual. Hasil dari proses pra-produksi ini adalah naskah video profile berdurasi 20 menit yang menempatkan Problem Solution Pattern sebagai kerangka utama penyusunan alur. Unsur situation memperkenalkan PPSDM ANRI sebagai pusat pelatihan kearsipan nasional beserta hukum Undang-Undang Nomor 43 Tahun 2009 tentang Kearsipan. Unsur problem memaparkan kesenjangan jumlah arsiparis nasional, dengan data yang menunjukkan bahwa dari 130.329 kebutuhan jabatan arsiparis nasional, baru 23.338, beserta risiko yang menyertainya. Unsur response menampilkan upaya PPSDM ANRI menjawab persoalan tersebut melalui pelatihan daring, pembaruan kurikulum, sertifikasi, dan peluncuran ANRI Corporate University. Unsur evaluation menilai sejauh mana respons tersebut menjawab kesenjangan yang ada, sekaligus membuka ruang penyempurnaan program secara berkelanjutan. Penyusunan naskah melalui kerangka SPRE ini terbukti sesuai dengan karakter persoalan struktural PPSDM ANRI.

The National Archives of the Republic of Indonesia (ANRI) carries out a vital mission to preserve and manage the nation's collective memory through its Archives Human Resources Development Center (PPSDM). Unfortunately, the strategic role of PPSDM ANRI remains largely unknown to the general public; archival information is typically conveyed in a formal and technical manner, making it difficult to reach a broad audience particularly the younger generation. This situation created a need for a profile video capable of translating technical archival work into an engaging, accessible story without compromising the accuracy of institutional data. This final project involved the author serving as the scriptwriter responsible for the pre-production phase specifically, drafting the script for the profile video titled "Dia Yang Mencetak Penjaga Memori Bangsa" (The Maker of the Nation's Memory Guardians). The script utilized the "problem-solution pattern" introduced by Winter (1968) and further developed by Michael Hoey (2001), comprising the elements of situation, problem, response, and evaluation. The script development followed an applied project method with a qualitative descriptive approach, involving three primary data collection activities during pre-production: field observations at PPSDM ANRI; interviews with key stakeholders (including leadership, instructors, and technical staff); and a literature review covering archival regulations and audiovisual scriptwriting theory. The outcome of this pre-production process is a 20-minute profile video script structured around the problem-solution pattern. The "situation" element introduces PPSDM ANRI as the national center for archival training and references Law Number 43 of 2009 concerning Archives. The "problem" element highlights the gap in the national archivist workforce citing data that shows only 23,338 positions filled out of a required 130,329 and outlines the associated risks. The "response" element showcases PPSDM ANRI’s efforts to address these issues through online training, curriculum updates, certification programs, and the launch of the ANRI Corporate University. The evaluation component assesses the extent to which the response addresses existing gaps, while also creating opportunities for the continuous refinement of the program. Developing the document using this SPRE framework has proven to be well-suited to the nature of the structural issues facing PPSDM ANRI.
