      Strategi Pengelolaan Daerah Penangkapan Ikan Layang pada Kondisi Sumber Daya Ikan dan Habitat Terdegradasi di Laut Jawa

      Abstract
      Laut Jawa yang termasuk dalam Wilayah Pengelolaan Perikanan Negara Republik Indonesia (WPPNRI) 712 merupakan salah satu daerah penangkapan ikan (DPI) paling produktif dibandingkan wilayah pengelolaan perikanan lainnya di Indonesia. Kelompok sumber daya ikan demersal dan pelagis kecil menjadi hasil tangkapan utama di wilayah ini. Namun demikian, tingkat eksploitasi ikan pelagis kecil telah melampaui batas lestari (over-exploited), yang ditandai dengan tingginya tekanan penangkapan serta dominasi hasil tangkapan ikan yang belum matang gonad. Ikan layang (Decapterus spp.) merupakan spesies pelagis kecil yang dominan tertangkap di Laut Jawa, terdiri atas layang benggol (Decapterus russelli) dan layang deles (Decapterus macrosoma). Pemanfaatan kedua spesies tersebut telah berada pada tingkat jenuh, dengan kecenderungan biomassa yang menurun dan tingkat eksploitasi melampaui ambang optimal. Peningkatan jumlah trip dan lamanya waktu operasi penangkapan, yang tidak sebanding dengan hasil tangkapan, mengindikasikan terjadinya degradasi daerah penangkapan ikan. Kondisi ini menegaskan urgensi pengelolaan perikanan layang yang berkelanjutan di Laut Jawa. Penelitian ini bertujuan mengkaji secara komprehensif pengelolaan daerah penangkapan ikan layang yang terdegradasi di Laut Jawa melalui tahapan analisis yang sistematis. Pertama, dilakukan kajian tingkat degradasi sumber daya ikan berdasarkan aspek biologi populasi. Kedua, dianalisis teknologi penangkapan dan tekanan penangkapan untuk mengidentifikasi potensi degradasi akibat aktivitas perikanan. Ketiga, dikaji karakteristik lingkungan perairan dan kondisi habitat secara spasial untuk mendeteksi indikasi degradasi habitat. Seluruh hasil analisis kemudian disintesis untuk menentukan status degradasi DPI dan merumuskan strategi pengelolaan yang efektif dan adaptif. Pengumpulan data dilakukan melalui wawancara nelayan, observasi lapangan dan laboratorium, studi literatur, penginderaan jauh, Focus Group Discussion (FGD), dan brainstorming dengan para pemangku kepentingan. Analisis sumber daya ikan yang terdegradasi dilakukan secara deskriptif menggunakan metode pembobotan (scoring) pada parameter biologi. Tekanan penangkapan dianalisis berdasarkan penggunaan alat tangkap, nilai tangkapan lestari, serta upaya tangkap optimum. Karakteristik lingkungan dan degradasi habitat dievaluasi dengan mengacu pada baku mutu air laut untuk biota. Status degradasi DPI dianalisis menggunakan cluster analysis dan multiple discriminant analysis terhadap variabel sumber daya ikan, tekanan penangkapan, dan dinamika lingkungan. Model konseptual pengelolaan degradasi dianalisis menggunakan Structural Equation Modelling (SEM) dan Soft System Methodology (SSM), sedangkan strategi prioritas pengelolaan DPI di perairan terdegradasi dirumuskan melalui Interpretive Structural Modelling (ISM). Hasil penelitian menunjukkan bahwa tingkat degradasi sumber daya layang benggol dan layang deles berada pada kategori degradasi sedang. Indikator utama degradasi ditunjukkan oleh tingginya proporsi ikan belum matang gonad (immature) dan dominannya ikan jantan dalam hasil tangkapan. Tekanan penangkapan yang berkontribusi terhadap degradasi ditentukan oleh intensitas penggunaan alat tangkap, pemanfaatan ruang laut yang padat, serta penurunan produktivitas penangkapan. Secara spasial, wilayah tengah dan timur Laut Jawa menunjukkan potensi degradasi yang relatif tinggi akibat akumulasi intensitas penangkapan dan kepadatan aktivitas perikanan. Sebaliknya, wilayah barat Laut Jawa yang berbatasan dengan WPPNRI 711 memiliki potensi degradasi relatif lebih rendah hingga sedang. Temuan ini mengindikasikan bahwa degradasi DPI layang bersifat spasial dan dinamis, dipengaruhi oleh konsentrasi aktivitas penangkapan pada wilayah tertentu. Kualitas perairan Laut Jawa pada tahun 2024 secara umum masih berada dalam kisaran baku mutu untuk mendukung kehidupan biota laut dan habitat ikan layang. Namun, indikasi degradasi habitat ringan teridentifikasi di beberapa wilayah pesisir akibat peningkatan beban sedimen, terutama di perairan selatan Kalimantan. Hasil SEM menunjukkan bahwa faktor lingkungan habitat memiliki pengaruh lebih signifikan terhadap degradasi DPI layang dibandingkan tekanan penangkapan. Dengan demikian, dinamika lingkungan dan perubahan kualitas habitat menjadi faktor kunci dalam menentukan keberlanjutan daerah penangkapan ikan. Secara keseluruhan, degradasi DPI layang di Laut Jawa dapat diklasifikasikan ke dalam tiga kategori, yaitu degradasi ringan, sedang, dan berat. Klasifikasi ini menjadi dasar dalam penyusunan strategi pengelolaan yang terarah dan berbasis tingkat kerentanan wilayah. Model konseptual DPI yang terdegradasi meliputi sistem pemantauan stok berbasis biologis, pengendalian upaya penangkapan, dan pemantauan lingkungan berbasis teknologi. Namun, kondisi nyata di lapangan masih menunjukkan adanya kesenjangan implementasi (implementation gap) yang signifikan, terutama dalam hal ketersediaan data ilmiah, penegakan hukum, integrasi teknologi, serta koordinasi antar pemangku kepentingan. Strategi pengelolaan DPI layang yang terdegradasi mencakup dimensi ekologis, teknis, sosial-ekonomi, kelembagaan, dan kebijakan, dengan melibatkan aktor-aktor kunci secara kolaboratif. Prioritas kebijakan oleh Kementerian Kelautan dan Perikanan sebagai regulator meliputi: (1) pengendalian pencemaran laut; (2) pengaturan intensitas upaya penangkapan (fishing effort); (3) penanganan alternatif mata pencaharian; dan (4) penguatan data stok SDI.
       
      The Java Sea, which is part of Indonesian Fisheries Management Area (Indonesian FMA) 712, is one of the most productive fishing grounds among Indonesia’s fisheries management regions. Demersal and small pelagic fish resources constitute the dominant fishery commodities in this region. However, small pelagic fisheries have exceeded sustainable limits (over-exploited), as indicated by intense fishing pressure and the predominance of immature fish in the catches. Scads (Decapterus spp.) are among the most important small pelagic species harvested in the Java Sea, primarily consisting of indian scad (Decapterus russelli) and shortfin scad (Decapterus macrosoma). The exploitation of these species has reached, a saturated level, characterized by declining biomass and exploitation rates exceeding optimal thresholds. The increasing number of fishing trips and extended fishing duration, which are not proportional to the catch yields, indicate the degradation of fishing grounds. These conditions highlight the urgent need for sustainable management of scad fisheries management in the Java Sea. This study aims to comprehensively assess the management of degraded scad fishing grounds in the Java Sea through a systematic analytical framework. First, the level of fish resource degradation was evaluated based on population biological parameters. Second, fishing technology and fishing pressure were analyzed to identify potential degradation resulting from fishing activities. Third, environmental characteristics and habitat conditions were examined spatially to detect indications of habitat degradation. The results of these analyses were subsequently synthesized to determine the degradation status of fishing grounds and to formulate effective and adaptive management strategies. Data were collected through fishermen interviews, field and laboratory observations, literature review, remote sensing analysis, Focus Group Discussions (FGDs) and stakeholder brainstorming sessions. Fish resource degradation was analyzed descriptively using a scoring method based on biological parameters. Fishing pressure was assessed based on fishing gear utilization, maximum sustainable yield and optimum fishing effort. Environmental characteristics and habitat degradation were evaluated according to marine water-quality standards for aquatic biota. The degradation status of scad fishing grounds was analyzed using cluster analysis and multiple discriminant analysis, incorporating fish resource, fishing pressure, and environmental dynamics variables. The conceptual model of degradation management was analyzed using Structural Equation Modeling (SEM) and Soft System Methodology (SSM), while management priorities were formulated using Interpretive Structural Modeling (ISM). The results indicate that the degradation level of Indian scad and shortfin scad resources were classified as moderate. The primary indicators of degradation include a high proportion of immature fish and the dominance of male fish in the catch composition. Fishing pressure contributing to degradation is characterized by high fishing gear intensity, dense marine spatial utilization, and declining fishing productivity. Spatially, the central and eastern parts of the Java Sea exhibit relatively high degradation potential due to the accumulation of fishing intensity and dense fishing activities. In contrast, the western Java Sea, bordering Indonesian FMA 711, shows relatively low to moderate degradation potential. These findings demonstrate that scad fishing ground degradation is spatially dynamic and influenced by the concentration of fishing activities in specific areas. The water quality of the Java Sea in 2024 generally remained within acceptable standards for supporting marine biota and scad habitats. Nevertheless indications of mild habitat degradation were identified in several coastal areas due to increased sediment loads, particularly in southern Kalimantan waters. SEM analysis revealed habitat environmental factors exerted a greater influence on scad fishing ground degradation than fishing pressure. Therefore, environmental dynamics and changes in habitat quality are key determinants of the sustainability of fishing grounds. Overall, scad fishing ground degradation in the Java Sea can be classified into three categories: mild, moderate, and severe degradation. This classification provides a basis for developing targeted management strategies based on regional vulnerability levels. The conceptual model of a degraded fishing ground includes a biologically based stock monitoring, fishing effort control, and technology-based environmental monitoring systems. However, significant implementation gaps remain, particularly in the availability of scientific data, law enforcement, technology integration, and stakeholder coordination. The management strategy for degraded scad fishing grounds encompasses ecological, technical, socio-economic, institutional, and policy dimensions, and involve key actors working collaboratively. Policy priorities by the Ministry of Marine Affairs and Fisheries as the regulator include: (1) marine pollution control; (2) regulation of fishing effort intensity; (3) provision of alternative livelihood; and (4) strengthening fish resource stock data.
