      Pengaruh Inklusi Keuangan Syariah Terhadap Ketahanan Pangan Provinsi di Indonesia

      Abstract
      Ketahanan pangan di Indonesia menunjukkan tren yang semakin baik, namun tingkat pencapaiannya masih belum merata antarprovinsi. Kondisi tersebut mengindikasikan bahwa peningkatan ketahanan pangan tidak cukup hanya melalui peningkatan produksi, tetapi juga memerlukan penguatan produktivitas sektor pangan melalui inovasi. Implementasi inovasi pada sektor pangan memerlukan dukungan modal dan akses pembiayaan yang memadai. Inklusi keuangan syariah menjadi salah satu alternatif yang berpotensi memperluas akses pembiayaan produktif bagi masyarakat dan pelaku usaha pangan. Selain itu, ketahanan pangan juga merupakan fenomena multidimensional yang dipengaruhi oleh berbagai faktor ekonomi, sosial, dan kapasitas pembangunan wilayah. Penelitian mengenai hubungan inklusi keuangan syariah dan ketahanan pangan pada tingkat regional masih relatif terbatas, khususnya yang mempertimbangkan perbedaan karakteristik antarprovinsi. Maka dari itu penelitian ini dilakukan untuk menganalisis pengaruh inklusi keuangan syariah terhadap ketahanan pangan serta mengidentifikasi faktor ekonomi, sosial, dan karakteristik wilayah terhadap ketahanan pangan provinsi di Indonesia. Penelitian ini menggunakan data panel 34 provisi di Indonesia selama tahun 2019-2024. Data diperoleh dari berbagai sumber resmi, seperti OJK,BPS, BAPANAS, Kementerian Pertanian dan Kementerian Pembangunan Daerah Republik Indonesia. Analisis menggunakan metode regresi data panel, dengan variabel dependen adalah Indeks Ketahanan Pangan (IKP), variabel independen utama adalah Index of Syaria Financial Inclusion (ISFI), serta variabel kontrol yaitu PDRB per kapita, proporsi pengeluaran pangan per kapita, rata-rata lama sekolah, rata-rata ukuran keluarga, Indeks Desa Membangun (IDM), luas panen tanaman pangan per kapita. Hasil penelitian menunjukkan bahwa inklusi keuangan syariah (ISFI) berpengaruh positif dan signifikan terhadap ketahanan pangan di Indonesia. Temuan ini menunjukkan bahwa peningkatan akses masyarakat terhadap layanan keuangan syariah mampu mendukung penguatan sistem pangan melalui peningkatan akses pembiayaan produktif dan pengembangan usaha pangan. Selain ISFI, variabel PDRB, proporsi pengeluaran pangan per kapita, rata-rata lama sekolah, Indeks Desa Membangun (IDM), dan luas panen tanaman pangan per kapita juga berpengaruh positif signifikan terhadap ketahanan pangan. Sementara itu, proporsi pengeluaran pangan per kapita menunjukkan hubungan negatif terhadap ketahanan pangan. Secara keseluruhan, penelitian ini menunjukkan bahwa inklusi keuangan syariah berpotensi mendukung pembangunan ketahanan pangan yang lebih inklusif dan berkelanjutan melalui perluasan akses pembiayaan sektor pangan, peningkatan produktivitas, serta pengurangan kerentanan pangan antarwilayah. Oleh karena itu, diperlukan sinergi antara pemerintah, lembaga keuangan syariah, dan pemangku kepentingan terkait untuk memperluas jangkauan layanan, khususnya di daerah sentra pangan, sehingga mampu memperkuat ketahanan pangan Indonesia secara berkelanjutan.
       
      Food security in Indonesia has shown a steadily improving trend, however its achievement remains uneven across provinces. This condition indicates that strengthening food security requires not only increasing food production but also enhancing agricultural productivity through innovation. The implementation of innovation in the food sector requires adequate capital and access to financing. In this context, Islamic financial inclusion represents a promising alternative for expanding access to productive financing for communities and agribusiness actors. Furthermore, food security is a multidimensional phenomenon influenced by various economic, social, and regional development factors. Research examining the relationship between Islamic financial inclusion and food security at the regional level remains limited, particularly studies that consider variations in provincial characteristics. Therefore, this study aims to analyze the effect of Islamic financial inclusion on food security and to identify the economic, social, and regional factors influencing provincial food security in Indonesia. This study employs panel data covering 34 provinces in Indonesia from 2019 to 2024. The data were obtained from several official institutions, including the Financial Services Authority (OJK), Statistics Indonesia (BPS), the National Food Agency (BAPANAS), the Ministry of Agriculture, and the Ministry of Villages and Development of Disadvantaged Regions. Panel data regression analysis was employed, with the Food Security Index (FSI) as the dependent variable, the Index of Sharia Financial Inclusion (ISFI) as the primary independent variable, and gross regional domestic product (GRDP) per capita, the proportion of per capita food expenditure, average years of schooling, average household size, the Village Development Index (IDM), and harvested food crop area per capita as control variables. The results indicate that Islamic financial inclusion (ISFI) has a positive and statistically significant effect on food security in Indonesia. These findings suggest that expanding public access to Islamic financial services can strengthen the food system by improving access to productive financing and supporting the development of food-related economic activities. In addition to ISFI, gross regional domestic product (GRDP) per capita, average years of schooling, the Developing Village Index (DVI), and harvested food crop area per capita have significant positive effects on food security. In contrast, the proportion of per capita food expenditure has a significant negative effect on food security. Overall, this study demonstrates that Islamic financial inclusion has the potential to promote more inclusive and sustainable food security by expanding access to financing in the food sector, enhancing productivity, and reducing regional disparities in food vulnerability. Therefore, stronger collaboration among the government, Islamic financial institutions, and other relevant stakeholders is essential to expand the coverage of Islamic financial services, particularly in major food-producing regions, in order to strengthen Indonesia's food security in a sustainable manner.
