      Hazard Identification and Risk Assessment (HIRA) Pada Aktivitas Kerja Departemen Teknik di White House Resort

      Abstract
      Industri perhotelan memiliki lingkungan kerja berisiko tinggi, khususnya pada Departemen Teknik yang menangani pemeliharaan berbagai fasilitas teknis resor. Penelitian ini bertujuan untuk mengidentifikasi bahaya, menilai tingkat risiko, dan menyusun rekomendasi pengendalian bahaya di White House Resort. Penelitian ini dilaksanakan di Departemen Teknik White House Resort, Wanli, Taiwan, yang menjalankan enam aktivitas kerja utama meliputi pemeliharaan listrik, HVAC, perpipaan, kolam renang dan hot spring, renovasi, serta pemeliharaan umum. Menggunakan metode Hazard Identification and Risk Assessment (HIRA) kualitatif berbasis matriks risiko, data dikumpulkan melalui observasi dan wawancara selama Januari–Maret 2026. Dari 20 potensi bahaya yang teridentifikasi, 14 bahaya (70%) berkategori risiko tinggi, 5 bahaya (25%) sedang, dan 1 bahaya (5%) rendah, dengan risiko dominan berupa bahaya kelistrikan, jatuh dari ketinggian, paparan bahan kimia, cedera mekanik, dan kerja di ruang terbatas. Dua kesenjangan kritis ditemukan, yaitu ketidakkonsistenan prosedur Lockout/Tagout (LOTO) dan ketiadaan sistem izin kerja formal. Rekomendasi pengendalian disusun mengacu hierarki ANSI Z10:2005, mencakup penerapan LOTO, penyediaan APD, pemberlakuan permit-to-work, dan pelatihan K3 berkala.
       
      The hospitality industry entails a high-risk working environment, especially within the Engineering Department that handles the maintenance of various technical resort facilities. This research aims to identify hazards, evaluate risk levels, and develop hazard control recommendations at White House Resort. The study is carried out in the White House resort department of engineering, wanli, Taiwan, which runs six major work activities including electricity maintenance, HVAC, plumbing, swimming pools and hot springs, renovation, and general maintenance. Using the method of hazard identification and risk assessment (hira) qualitatively based risk matrix, data is collected through observation and interviews during jani-march 2026. Of 20 identified potential hazards, 14 (70%) high-risk - resolution, 5 danger (25%) moderate, and 1 danger (5%) low, with a dominant risk of electrical harm, falling altitude, chemical exposure, mechanical injury, and limited space work. Two critical gaps are found, inconsistencies of lockout/tagout procedures (LOTO) and the absence of a formal permit system. Control recommendations are compiled referring to the pecking order of ANSI Z10:2005, including application of loto, apd provision, permit-to-work enforcement, and periodic K3 training.
