      Abstract
      Pengelolaan perjalanan dinas di instansi pemerintah masih dihadapkan pada ketidaksesuaian perencanaan dan realisasi anggaran serta risiko manipulasi data akibat audit trail konvensional yang rentan diubah. Penelitian ini bertujuan membangun sistem perjalanan dinas berbasis web yang mengintegrasikan blockchain sebagai mekanisme audit trail agar setiap perubahan data tercatat permanen. Metode yang digunakan adalah prototyping dengan tahapan communication, quick plan, modelling quick design, construction of prototype, serta deployment, delivery and feedback. Sistem dibangun menggunakan Laravel yang terhubung ke Polygon Amoy Testnet melalui Web3 PHP dan Infura sehingga setiap aktivitas CRUD menghasilkan transaction hash sebagai bukti digital. Hasil menunjukkan sistem mampu mengelola perencanaan hingga realisasi secara terstruktur dan mencatat audit ke blockchain tanpa dapat dimodifikasi, serta lulus pengujian black-box testing.
       
      The management of official travel in government agencies still faces discrepancies between budget planning and realization and the risk of data manipulation due to conventional audit trails vulnerable to alteration. This study aims to build a web-based official travel system integrating blockchain as an audit trail mechanism so that every data change is permanently recorded. The method used is prototyping, consisting of communication, quick plan, modelling quick design, construction of prototype, and deployment, delivery and feedback. The system was built using Laravel connected to the Polygon Amoy Testnet through Web3 PHP and Infura so that every CRUD activity generates a transaction hash as digital proof. Results show the system manages planning through realization in a structured manner and records audit activities on the blockchain without the possibility of modification, and passed black-box testing.
