dc.description.abstractLimbah cair kelapa sawit atau dikenal palm oil mill effluent (POME) menjadi sumber emisi yang berdampak terhadap lingkungan terutama pada gas rumah kaca, eutrofikasi, asidifikasi. POME potensial dimanfaatkan sebagai energi baru terbarukan, sekaligus menurunkan dampak lingkungan dengan memanfaatkan biogas dengan teknologi methane capture. Dari perspektif pembangunan green economy, proses pemanfaatan POME merupakan transformasi ekonomi sirkular. Pendekatan ini menempatkan limbah sebagai sumber daya yang dapat menghasilkan nilai tambah ekonomi dan sosial dalam mendukung program dekarbonisasi PKS menuju sistem yang lebih berkelanjutan. Tujuan penelitian menganalisis secara komprehensif terhadap keberlanjutan pengelolaan POME melalui pendekatan life cycle sustainability assessment (LCSA) yang mengintegrasi tiga dimensi utama yaitu lingkungan, ekonomi dan sosial terhadap 4 (empat) skema pemanfaatan biogas POME yaitu co firing (skema 1), listrik (skema 2), bio CNG pengganti gasoline (skema 3) dan bio CNG pengganti LPG (skema 4). Secara spesifik, terdapat 6 tujuan penelitian yaitu (1) menganalisis dampak lingkungan dengan menggunakan metode life cycle assessment (LCA) (2) menganalisis dampak ekonomi melalui pendekatan life cycle cost assessment (LCCA) (3) menganalisis dampak sosial menggunakan social life cycle assessment (S-LCA) (4) menganalisis tingkat keberlanjutannya dengan metode LCSA (5) Menilai tingkat penerapan ekonomi sirkular (6) merumuskan kebijakan ekonomi sirkular dalam pemanfaatan POME dalam program dekarbonisasi menuju keberlanjutan sawit Indonesia. Hasil penelitian menunjukan pemanfaatan biogas POME berperan dalam mendukung upaya dekarbonisasi PKS dan dapat meminimalkan berbagai dampak lingkungan lainnya. Analisis LCA menyatakan pemanfaatan biogas POME dari pengelolaan 1 ton POME melalui teknologi methane capture dapat menurunkan dampak lingkungan berupa global warming potential (GWP) dengan mereduksi 474,17-1.045 kg-CO2eq, eutrofikasi sebesar 4,91 kg PO4, asidifikasi perairan sebesar 2,12-21,4 kg-SO2-eq, asidifikasi terestrial 2,10-2,17 kg-SO2eq, dan respiratory organics 0,21 kg-C2H4eq. Pemanfaatan biogas POME tidak hanya mengurangi dampak lingkungan, namun juga berpotensi menjadi sumber energi terbarukan yang bernilai ekonomi. Hasil LCCA menunjukkan bahwa skema 2 (listrik) dan 4 (bio CNG LPG) dinilai layak secara ekonomi, sedangkan skema 1 dan 3 (bio CNG gasoline) belum memenuhi kriteria kelayakan dimana levelized cost lebih besar dibandingkan harga jual. Berdasarkan analisis finansial bahwa nilai NPV, IRR, BCR dan payback period (PP) skema 1 yaitu Rp. 1,08 miliar, 13,01%, 1,73, dan 7 tahun, skema 2 Rp 10,21 milyar, 16,40%, 1,72 dan 6 tahun, skema 3 Rp -40,5 milyar, 5,71%, 0,52, dan 12 tahun, dan skema 4 Rp 55,78 miliar, 20,72%, 1,76 dan 5 tahun. Berdasarkan indikator finansial tersebut, skema 3 dinyatakan tidak layak dimana NPV bernilai negatif, IRR dibawah hurdle rate 11,86%, dan BCR dibawah 1. Pemanfaatan biogas POME menunjukkan dampak sosial yang positif dimana nilai product social impact assessment (PSIA) dalam rentang 0,65-0,71. Hal ini mengindikasikan tingkat keberlanjutan sosial pada kategori stabil. Pemanfaatan biogas POME memiliki peran yang mendukung dalam pembangunan keberlanjutan pada pabrik kelapa sawit. Hasil analisis LCSA menunjukkan bahwa nilai composite sustainability index (CSI) skema 1 memiliki nilai CSI tertinggi namun menunjukan trade-off partial yang menunjukan adanya ketimpangan antar dimensi. Skema 4 (0,72) dan skema 2 (0,70) menunjukkan keberlanjutan yang lebih seimbang dan stabil. Sebaliknya, skema 2 (0,40) menunjukkan kegagalan keberlanjutan akibat ketimpangan ekstrim, terutama pada dimensi ekonomi sebagai faktor pembatas. Berdasarkan analisis composite perfomance index (CPI), dengan mengintegrasikan CSI dan total outcome index (TOI), urutan keberlanjutan terbaik skema 4, skema 2, skema 1 dan skema 3. Hal ini mengindikasikan bahwa keberlanjutan tidak hanya ditentukan oleh nilai indeks tertinggi, namun terintegrasi yang seimbang antara dimensi lingkungan, ekonomi dan sosial. Hasil penilaian ekonomi sirkular pada keempat skema menunjukkan nilai berkisar 0,552-0,675 yang mengindikasikan tingkat sirkularitas pada kategori moderat hingga tinggi serta berada pada fase transisi. Hal ini menunjukkan bahwa ekonomi sirkular telah mulai diterapkan dan memberikan manfaat nyata walaupun belum mencapai kondisi optimal. Hambatan implementasi pengembangan biogas POME bukan pada aspek teknologi namun bersifat sistemik dan multidimensional terkait pasar, pembiayaan, infrastruktur, valuasi dan kelembagaan dan tata aturan yang saling tumpang tindih sehingga memicu sustainability trap. Untuk itu dirumuskan kebijakan integrated policy response (IPR) yang mengintegrasikan instrumen kebijakan yaitu mandatory, pembentukan pasar energi, dukungan fiskal dan pembiayaan, pengembangan infrastruktur ekonomi karbon serta penguatan kelembagaan dan kapasitas teknologi pembiayaan.
dc.description.abstractPalm oil mill effluent (POME) is a source of emissions that impact the environment, particularly greenhouse gases, eutrophication, and acidification. POME can be used as a new energy source while reducing environmental impacts through biogas technology for methane capture. In the economic development perspective, the POME utilization process is part of a circular economy transformation. This approach positions waste as a resource that can generate added economic and social value, supporting the palm oil mill decarbonization program toward a more sustainable system. This study aims to comprehensively evaluate the sustainability of palm oil mill effluent (POME) management using a life cycle sustainability assessment (LCSA) framework that integrates environmental, economic, and social dimensions. Four POME biogas utilization schemes are considered: co firing (scheme 1), electricity generation (scheme 2), bio-compressed natural gas (bio-CNG) as a gasoline substitute (scheme 3), and bio-CNG as a liquefied petroleum gas (LPG) substitute (scheme 4). The specific objectives are: (1) to analyse environmental impacts using the life cycle assessment (LCA) method; (2) to assess economic impacts through life cycle cost assessment (LCCA); (3) to evaluate social impacts using social life cycle assessment (S-LCA); (4) to determine the overall level of sustainability via the LCSA method; (5) to assess the extent of circular economy implementation; and (6) to formulate circular economy policies for POME utilization within the decarbonization program for sustainable Indonesian palm oil. The findings indicate that POME biogas utilization contributes to palm oil mill (PKS) decarbonization efforts and reduces additional environmental impacts. Life cycle assessment (LCA) results demonstrate that managing 1 ton of POME using methane capture technology can decrease global warming potential (GWP) by 474.17 to 1,045 kg-CO2eq, eutrophication by 4.91 kg-PO4, aquatic acidification by 2.12 to 21.4 kg-SO2eq, terrestrial acidification by 2.10 to 2.17 kg-SO2eq, and respiratory organics by 0.21 kg C2H4eq. Utilizing POME biogas reduces environmental impacts and presents significant potential as a renewable energy source with economic value. Life Cycle Cost Analysis (LCCA) indicates that Scheme 2 (electricity) and Scheme 4 (bio-CNG LPG) are economically viable, whereas Scheme 1 and Scheme 3 (bio-CNG gasoline) are not, as their levelized costs surpass the selling price. Financial analysis reveals that the Net Present Value (NPV), Internal Rate of Return (IRR), Benefit-Cost Ratio (BCR), and Payback Period (PP) for Scheme 1 are IDR 1.08 billion, 13.01%, 1.73, and 7 years, respectively. For Scheme 2, these values are IDR 10.21 billion, 16.40%, 1.72, and 6 years; for Scheme 3, IDR -40.5 billion, 5.71%, 0.52, and 12 years; and for Scheme 4 IDR 55,78 billion, 20.72%, 1.76 and 5 years. The application of POME biogas yields positive social impacts, as evidenced by Product Social Impact Assessment (PSIA) values ranging from 0.65 to 0.71. It indicated a consistent level of social sustainability. Utilization of POME biogas contributes to poverty reduction initiatives within palm oil mills. Life Cycle Sustainability Assessment (LCSA) results show that Scheme 1 attains the highest Composite Sustainability Index (CSI) score but involves trade-offs, indicating disparities among sustainability dimensions. Scheme 4 (0.72) and Scheme 2 (0.70) provide more balanced and stable results. Conversely, Scheme 2 (0.40) displays considerable inequality, especially in the economic dimension, which limits its effectiveness. Composite Performance Index (CPI) analysis, which combines CSI and Total Outcome Index (TOI), ranks the schemes from best to worst as follows: Scheme 4, Scheme 2, Scheme 1, and Scheme 3. These results indicate that overall desirability is determined by the balanced integration of environmental, economic, and social factors, rather than by a single index value. Circular economy assessment of the four schemes yields scores between 0.552 and 0.675, reflecting a moderate to high degree of circularity and indicating a transitional stage. These findings demonstrate that circular economy principles are being adopted and are delivering measurable benefits, although optimal circularity has not yet been reached. The main barriers to POME biogas development are systemic and multidimensional, encompassing market dynamics, financing, infrastructure, valuation, institutional frameworks, and overlapping regulations, all of which contribute to sustainability traps. To overcome these challenges, an Integrated Policy Response (IPR) has been developed, comprising mandatory policy instruments, energy market development, fiscal and financial support, carbon-economy infrastructure, and enhanced institutional and technological financing capacity.
