      Strategi Alokasi Belanja Dinas Lingkungan Hidup Kota Bogor untuk Penurunan Emisi Gas Rumah Kaca Sektor Limbah

      Abstract
      Sektor limbah merupakan salah satu penyumbang emisi gas rumah kaca (GRK) di Kota Bogor, sementara penanganannya bertumpu pada alokasi belanja Dinas Lingkungan Hidup (DLH). Penelitian ini bertujuan menganalisis perkembangan emisi GRK sektor limbah dan tren alokasi belanja DLH rentang tahun 2017–2024, menelaah pola keterkaitan antara belanja dan emisi secara eksploratif, serta merumuskan dan memprioritaskan strategi alokasi belanja yang lebih berorientasi pada penurunan emisi. Analisis disusun secara bertahap mencakup analisis deskriptif komposisi belanja, analisis regresi linear berganda dengan variabel dummy yang diposisikan sebagai alat telaah eksploratif, penyusunan matriks IFE dan EFE, penetapan posisi pada matriks Internal–Eksternal (IE), perumusan alternatif melalui matriks SWOT, dan penetapan prioritas dengan Quantitative Strategic Planning Matrix (QSPM). Variabel dummy dipakai untuk menandai periode pandemi COVID-19, dan jeda dua tahun diterapkan antara belanja dan emisi. Data bersumber dari dokumen sekunder resmi serta penilaian responden yang dipilih secara purposive. Hasil menunjukkan komposisi belanja mitigasi yang timpang: belanja operasional hilir menyerap rata-rata 79,4%, sedangkan belanja inti mitigasi 16,3% dan cenderung menyusut setelah 2018. Analisis regresi eksploratif mengindikasikan asosiasi antara belanja inti yang lebih besar dan tingkat emisi yang lebih rendah, meskipun bertumpu pada observasi yang terbatas sehingga tidak ditafsirkan sebagai hubungan kausal. Skor IFE sebesar 2,533 dan EFE 2,717 menempatkan pengelolaan belanja pada Sel V (menjaga dan mempertahankan). Kelemahan utama mencakup alokasi yang belum dipandu pertimbangan efektivitas biaya penurunan emisi, dominasi belanja pada kegiatan hilir, terbatasnya dukungan untuk pencegahan dari sumber, serta komitmen fiskal yang berfluktuasi. Tujuh alternatif strategi dirumuskan, dan QSPM menetapkan pengembangan pengolahan sampah organik skala besar melalui kemitraan sebagai prioritas utama. Strategi tersebut bersama reorientasi belanja dari hilir ke pencegahan di sumber, audit Marginal Abatement Cost, dan replikasi kegiatan yang mendukung mitigasi membentuk satu kelompok prioritas yang dijalankan beriringan sesuai kesiapan. Penelitian menyimpulkan bahwa efektivitas penurunan emisi lebih ditentukan oleh ketepatan alokasi belanja daripada besaran nominalnya, sehingga penautan belanja dengan capaian penurunan emisi melalui pengukuran biaya per ton CO2eq menjadi arah perbaikan yang disarankan.
       
      The waste sector is one of the contributors to greenhouse gas (GHG) emissions in Bogor City, while its handling relies on the budget allocation of the Environmental Agency (DLH). This study aims to analyze the development of waste-sector GHG emissions and the trend of DLH budget allocation over 2017–2024, to examine the pattern of association between spending and emissions in an exploratory manner, and to formulate and prioritize budget allocation strategies that are more oriented toward emission reduction. The analysis was conducted in stages, comprising a descriptive analysis of spending composition, multiple linear regression with a dummy variable positioned as an exploratory tool, construction of the IFE and EFE matrices, determination of the position on the Internal–External (IE) matrix, formulation of alternatives through the SWOT matrix, and prioritization using the Quantitative Strategic Planning Matrix (QSPM). The dummy variable marks the COVID-19 pandemic period, and a two-year lag is applied between spending and emissions. Data were drawn from official secondary documents and from the assessments of purposively selected respondents. The results reveal an uneven composition of mitigation spending: downstream operational spending absorbs an average of 79.4%, whereas core mitigation spending accounts for 16.3% and has tended to shrink after 2018. The exploratory regression indicates an association between higher core spending and lower emission levels, although it rests on limited observations and is therefore not interpreted as a causal relationship. IFE and EFE scores of 2.533 and 2.717 place spending management in Cell V (hold and maintain). The main weaknesses include allocation that is not yet guided by the cost-effectiveness of emission reduction, the dominance of spending on downstream activities, limited support for prevention at the source, and fluctuating fiscal commitment.
