Pulp and paper companies generate solid waste in the form of fly ash and bottom ash from boiler combustion processes. This waste has the potential to be utilized as an admixture for paving blocks, thereby reducing environmental impact while enhancing the waste's utility. This study aimed to analyze the effect of using fly ash and bottom ash on paving block quality based on the SNI 03-0691-1996 standard. The research was conducted from December 2025 to May 2026 using a simple randomized design method with seven mixture variations: a control (PK), fly ash mixtures (PF1, PF2, PF3), and combined fly ash and bottom ash mixtures (PFB1, PFB2, PFB3). Tested parameters included visual appearance, dimensions, compressive strength, water absorption, density, void content, and porosity. The results indicated that all variations met the visual appearance and dimensional requirements of SNI 03-0691-1996. The highest compressive strength was achieved by PFB1 at 20.56 MPa (Quality B), while the highest water absorption was found in PF3 at 2.75% with all variations remaining below the 3% limit. The highest density was observed in PK (2.186 g/cm³), the highest void content in PFB3 (1.843%), and the highest porosity in PF3 (5.41%). ANOVA results showed that composition variations significantly affected compressive strength (Sig. 0.000) and density (Sig. 0.002) but did not significantly affect porosity (Sig. 0.059). This study demonstrates the potential of fly ash and bottom ash as admixtures for paving blocks that meet national quality standards.
