      Potensi Energi Surya dan Kebutuhan Daya Pompa Air Irigasi Sawah di Kabupaten Belu, Nusa Tenggara Timur

      Abstract
      Kabupaten Belu, Nusa Tenggara Timur, memiliki iklim semi-kering dengan musim kemarau yang panjang, yaitu selama 7–9 bulan, sehingga menyebabkan kekurangan air yang kritis bagi pertanian padi irigasi, namun di sisi lain menawarkan potensi radiasi matahari yang tinggi, yaitu 4,0–4,78 kWh/kWp/hari. Terbatasnya akses listrik jaringan di kawasan pertanian semakin menghambat penggunaan irigasi pompa konvensional, sehingga semakin mempertegas kebutuhan akan Solar Powered Irrigation System (SPIS). Penelitian ini bertujuan untuk memetakan potensi energi surya dan kebutuhan daya pompa irigasi, mengevaluasi rasio kecukupan energi surya, serta menyusun peta kesesuaian lokasi untuk penerapan SPIS di sawah-sawah di Kabupaten Belu. Pendekatan Multi Criteria Decision Making (MCDM) yang menggunakan metode overlay tertimbang mengintegrasikan lima kriteria spasial, yaitu potensi energi surya, durasi irigasi, rasio kecukupan energi, kemiringan, dan jarak ke sungai, dengan bobot kriteria yang ditentukan melalui Analytical Hierarchy Process (AHP) berdasarkan penilaian para ahli. Hasil penelitian menunjukkan bahwa produksi listrik tenaga surya rata-rata sebesar 4,5 kWh/kWp/hari, dengan puncak defisit air yang secara waktu bertepatan dengan puncak radiasi matahari pada periode Mei hingga Oktober. Zona-zona yang sangat cocok dan cocok telah diidentifikasi di Kecamatan Kakuluk Mesak, Tasifeto Timur, Kota Atambua, sebagian Lamaknen Selatan dan Raimanuk, di mana faktor pembatas utamanya adalah heterogenitas topografi dan aksesibilitas sungai, bukan ketersediaan energi matahari.
       
      Belu Regency, East Nusa Tenggara, is characterized by a semi-arid climate with prolonged dry seasons lasting 7–9 months, creating critical water deficits for irrigated rice farming while simultaneously offering high solar irradiance potential of 4.0–4.78 kWh/kWp/day. Limited grid electricity access in agricultural areas further constrains conventional pump irrigation, underscoring the need for Solar Powered Irrigation Systems (SPIS). This study aimed to map solar energy potential and irrigation pump power requirements, evaluate the solar energy sufficiency ratio, and produce a site suitability map for SPIS implementation across paddy fields in Belu Regency. A Multi Criteria Decision Making (MCDM) approach using weighted overlay integrated five spatial criteria solar energy potential, irrigation duration, energy sufficiency ratio, slope, and distance to rivers with criteria weights determined via Analytical Hierarchy Process (AHP) from expert assessments. Results show that solar Photovoltaic Output Power (Pvout) averages 4.5 kWh/kWp/day, with peak water deficits coinciding temporally with peak solar radiation from May to October. Highly suitable and suitable zones were identified in District Kakuluk Mesak, Tasifeto Timur, Kota Atambua, part of Lamaknen Selatan dan Raimanuk, where the primary limiting factors were topographic heterogeneity and river accessibility rather than solar energy availability.
