      Perancangan District Metered Area Berbasis Cost-Benefit Analysis untuk Meminimalkan Non-Revenue Water di Perusahaan Air

      Abstract
      Pelayanan air minum perpipaan di wilayah DKI Jakarta belum memenuhi cakupan 100% pelayanan disebabkan Non-Revenue Water (NRW). Tingkat NRW pada tahun 2025 mencapai 46,78% atau setara dengan kerugian Rp 2,49 triliun. Perusahaan Air telah melakukan upaya untuk meminimalkan NRW dengan cara membentuk District Metered Area (DMA), namun, kebanyakan dari DMA tersebut belum terisolasi secara sempurna. Penelitian dilakukan dengan tujuan menganalisis jaringan DMA eksisting dan tingkat NRW di wilayah studi, menentukan pembagian zona DMA prioritas, menganalisis tingkat NRW aktual di DKI Jakarta serta perbandingannya terhadap target daerah, dan menyusun rancangan cost-benefit analysis (CBA) dari penyempurnaan DMA prioritas pada PC 055. Hasil penelitian membuahkan hasil bahwa DMA pada wilayah studi memiliki 15 DMA yang belum terisolasi secara keseluruhan, sehingga menghasilkan nilai NRW sebesar 6.596.702 m3 (58,71%) atau setara dengan kerugian sebesar Rp 64 miliar. Hasil skoring tak berbobot menyatakan bahwa DMA 02, DMA 05, dan DMA 06 menjadi prioritas dalam penyempurnaan DMA. Skenario penyempurnaan DMA moderat memiliki nilai net present value (NPV) tertinggi, yaitu Rp 4,144 miliar dengan periode pengembalian modal 1 tahun, sehingga menjadi skenario paling layak untuk dilaksanakan.
       
      The coverage level of drinking water services in DKI Jakarta has not met 100% coverage due to Non-Revenue Water (NRW). The NRW level in 2025 reached 46.78% or the equivalent to a loss of IDR 2.49 trillion. Water Company have made efforts to minimize NRW by establishing District Metered Areas (DMA), however, most of these DMAs have not been perfectly isolated. The study was conducted with the aim of analyzing the existing DMA network and NRW levels in the study area, determining prioritized DMAs, analyzing the actual NRW levels in DKI Jakarta and comparing them to regional targets, and preparing a cost-benefit analysis (CBA) design for improving priority DMAs on PC 055. The research results show that 15 DMAs in the study area have not been isolated as a whole, resulting in an NRW value of 6,596,702 m3 (58.71%) or equivalent to a loss of IDR 64 billion. The unweighted scoring results state that DMA 02, DMA 05, and DMA 06 are priorities for DMA improvement. The moderate DMA improvement scenario has the highest net present value (NPV) of IDR 4.144 billion with a payback period of 1 year, thus making it the most feasible scenario to implement.
