      Tipologi Tingkat Perkembangan Wilayah dan Ketimpangan Pembangunan Kabupaten/Kota di Provinsi Sulawesi Selatan

      Abstract
      Ketimpangan pembangunan antar kabupaten/kota masih menjadi permasalahan utama dalam pembangunan wilayah Provinsi Sulawesi Selatan, ditandai oleh perbedaan tingkat kelengkapan infrastruktur, capaian pembangunan manusia, dan aktivitas ekonomi. Penelitian ini bertujuan untuk menganalisis tingkat perkembangan wilayah, ketimpangan pembangunan, serta tipologi kabupaten/kota di Provinsi Sulawesi Selatan. Metode yang digunakan meliputi analisis skalogram untuk mengukur tingkat kelengkapan infrastruktur dan Indeks Pembangunan Daerah, Indeks Theil Entropy untuk mengukur ketimpangan pembangunan, serta analisis klaster menggunakan algoritma k-means untuk menyusun tipologi wilayah. Hasil penelitian menunjukkan bahwa tingkat kelengkapan infrastruktur cenderung meningkat pada periode 2020 dan 2025, namun belum merata antar wilayah. Ketimpangan pembangunan relatif stabil dengan fluktuasi kecil dan lebih dipengaruhi oleh ketimpangan di dalam kelompok wilayah. Tipologi wilayah terbagi ke dalam tiga klaster, yaitu wilayah pusat, berkembang rendah, dan transisi, dengan Kota Makassar secara konsisten membentuk klaster pusat. Bertambahnya wilayah transisi pada tahun 2025 mengindikasikan adanya pergeseran karakteristik pembangunan pada sebagian wilayah. Temuan ini memberikan implikasi penting bagi perencanaan pembangunan wilayah yang lebih berorientasi pada pemerataan dan penguatan wilayah non-pusat.
       
      Development disparities among regencies and municipalities remain a major challenge in South Sulawesi Province, as reflected in differences in infrastructure availability, human development outcomes, and economic activity. This study aims to analyze the level of regional development, development disparities, and the typology of regencies and municipalities in South Sulawesi Province. The methods employed include scalogram analysis to measure infrastructure availability and the Regional Development Index, the Theil Entropy Index to assess development disparities, and cluster analysis using the k-means algorithm to develop regional typologies. The results indicate that infrastructure availability generally improved between 2020 and 2025, although its distribution remained uneven across regions. Development disparities were relatively stable, showing only minor fluctuations, and were primarily driven by disparities within regional groups. The regional typology was classified into three clusters: central regions, less-developed regions, and transitional regions, with Makassar City consistently forming the central-region cluster. The increase in the number of transitional regions in 2025 indicates a shift in the development characteristics of several regions. These findings provide important implications for regional development planning by promoting more equitable development and strengthening the role of non-central regions.
