      Abstract

Forest and land fires are environmental issues that have significant impacts on ecosystems, public health, and socio-economic activities. Therefore, an early warning system is needed to support prevention and mitigation efforts. This study aims to develop a mobile-based early warning system application based on priority hotspots and reports of fire-prone areas submitted by Fire Care Community members. The application was developed using the Prototyping method to support iterative development and system refinement based on user requirements. The results show that the mobile application was successfully developed with the main functions of providing information on priority hotspots and facilitating fire incident reporting by Fire Care Community members. Priority hotspots consist of high-risk hotspots, cluster hotspots, and sequence hotspots, which are identified based on confidence levels, spatial clustering patterns, and recurring occurrences. The application is also equipped with user authentication, hotspot monitoring, incident reporting, early warning notifications, and a glossary feature. Testing was conducted using the black-box testing method across two development iterations. The first iteration included 77 test scenarios with a 100% success rate, while the second iteration included 10 test scenarios with a 100% success rate. Usability evaluation using the Post-Study System Usability Questionnaire (PSSUQ) was conducted during the first iteration with 16 questions and resulted in an overall score of 1.78 on a 7-point scale. These findings indicate that the application functions as expected and is well accepted by users, enabling more effective support for forest and land fire mitigation efforts in Indonesia.
