Kinerja Ekspor Kayu Lapis Indonesia di Korea Selatan Periode 2010-2024

Abstract

Indonesia sebagai negara tropis dengan sumber daya alam berlimpah, memanfaatkan potensi hutan melalui industri kayu lapis yang bernilai tambah serta berkontribusi terhadap perekonomian. Indonesia sangat unggul untuk produk kayu lapis HS 441231, namun menghadapi tantangan di pasar Korea Selatan sebagai salah satu importir utama. Tingginya permintaan kayu lapis di Korea Selatan didorong oleh faktor lingkungan, teknologi, dan kebijakan penggunaan material berkelanjutan. Korea Selatan tidak hanya mengimpor kayu lapis dari Indonesia, namun juga dari negara pesaing lainnya yaitu Malaysia dan Vietnam. Selain itu, kinerja ekspor kayu lapis Indonesia ke Korea Selatan menunjukkan tren penurunan dalam beberapa tahun terakhir, sehingga diperlukan analisis lebih mendalam terkait struktur permintaan pasar. Oleh karena itu, penelitian ini bertujuan untuk menganalisis kinerja ekspor kayu lapis Indonesia di pasar Korea Selatan, untuk mengetahui elastisitas pengeluaran, elastisitas harga sendiri, dan elastisitas harga silang sebagai dasar perumusan strategi peningkatan daya saing. Penelitian ini menggunakan data bulanan dari periode Januari 2010 sampai Desember 2024 dengan pendekatan ekonometrika Linear Approximate Almost Ideal Demand System (LA/AIDS) dan Quadratic Almost Ideal Demand System (QUAIDS). Dalam penelitian ini, data total pengeluaran yang digunakan telah dikonversi ke dalam bentuk pengeluaran riil dengan menggunakan GDP deflator dari masing-masing negara eksportir. Data diolah menggunakan Microsoft Excel 2021 dan STATA 18 dengan metode Seemingly Unrelated Regression (SUR) with restriction dan Non-Linear Seemingly Unrelated Regression (NLSUR). Hasil penelitian menunjukkan selama periode 2010-2024, Korea Selatan menjadi pasar ekspor terbesar ketiga bagi Indonesia setelah Jepang dan Amerika Serikat. Struktur pasar kayu lapis di Korea Selatan tergolong terkonsentrasi dengan Herfindahl Index 0,43 di mana Indonesia, Malaysia, dan Vietnam menguasai 82% pangsa pasar. Hasil estimasi menunjukkan bahwa kinerja ekspor kayu lapis Indonesia di pasar Korea Selatan masih relatif lemah dan cenderung bergantung pada keunggulan harga. Elastisitas harga silang menunjukkan bahwa produk kayu lapis Indonesia memiliki hubungan substitusi terhadap produk kayu lapis Malaysia, namun bersifat komplementer terhadap produk kayu lapis Vietnam dan kelompok negara lain, sementara elastisitas pengeluaran menunjukkan bahwa kayu lapis Indonesia tergolong barang normal. Oleh karena itu, peningkatan daya saing perlu difokuskan pada efisiensi produksi, peningkatan kualitas, dan diferensiasi produk, serta didukung kebijakan pemerintah melalui peningkatan teknologi, percepatan sertifikasi, dan diplomasi dagang untuk memperluas pangsa pasar di Korea Selatan.

As a tropical country with abundant natural resources, Indonesia leverages its forest potential through the value-added plywood industry, which contributes to the economy. Indonesia holds a strong competitive edge in plywood products under HS code 441231, but faces challenges in the South Korean market, one of its major importers. The high demand for plywood in South Korea is driven by environmental, technological, and policy factors related to the use of sustainable materials. South Korea imports plywood not only from Indonesia but also from other competing countries, namely Malaysia and Vietnam. Furthermore, Indonesia’s plywood exports to South Korea have shown a declining trend in recent years, underscoring the need for a more in-depth analysis of market demand. Therefore, this study aims to analyze export performance of Indonesian plywood in the South Korean market to determine expenditure, own-price, and cross-price elasticities as a basis for formulating strategies to enhance competitiveness. This study uses monthly data from January 2010 to December 2024. It employs econometric approaches based on the Linear Approximate Almost Ideal Demand System (LA/AIDS) and the Quadratic Almost Ideal Demand System (QUAIDS). In this study, the total expenditure data have been converted to real expenditure using the GDP deflator for each exporting country. The data were processed using Microsoft Excel 2021 and STATA 18, with the Seemingly Unrelated Regression (SUR) with restrictions and the Non-Linear Seemingly Unrelated Regression (NLSUR) methods. The results of the study indicate that during the 2010–2024 period, South Korea became Indonesia’s third-largest export market after Japan and the United States. The plywood market in South Korea is relatively concentrated, with a Herfindahl Index of 0.43, and Indonesia, Malaysia, and Vietnam control 82% of the market. Estimation results indicate that the export performance of Indonesian plywood in the South Korean market remain relatively weak, with exports relying heavily on price advantages. Cross-price elasticity suggests that Indonesian plywood products substitute for Malaysian plywood products but are complementary with Vietnamese plywood and with plywood from other countries. In contrast, the expenditure elasticity indicates that Indonesian plywood is a normal good. Therefore, efforts to enhance competitiveness should focus on production efficiency, quality improvement, and product differentiation, supported by government policies that advance technology, accelerate certification, and pursue trade diplomacy to expand market share in South Korea.
