Efektivitas Kelembagaan dan Perumusan Strategi Penguatan di KTH Giri Purnama Alam, Cikajang, Garut, Jawa Barat
Abstract
Pengelolaan hutan di Indonesia masih mengalami berbagai permasalahan seperti konflik tenurial, deforestasi, dan lemahnya kelembagaan pengelolaan hutan. Kelembagaan berfungsi sebagai struktur yang mengatur tata kelola, koordinasi, dan pembagian tugas. Namun, efektivitas kelembagaan sering kali belum berjalan dengan optimal. Penelitian ini bertujuan mengukur tingkat efektivitas kelembagaan dan merumuskan strategi penguatan kelembagaan di Kelompok Tani Hutan (KTH) Giri Purnama Alam. Penelitian menggunakan pendekatan kuantitatif dan pendekatan kualitatif melalui penilaian sembilan parameter kelembagaan. Hasil penelitian menunjukkan bahwa efektivitas kelembagaan di KTH berada pada tingkat cukup efektif. Strategi penguatan kelembagaan mencakup penataan sistem regulasi kelembagaan, pengembangan sistem kepemimpinan dan pembagian peran, optimalisasi ruang musyawarah dalam meningkatkan partisipasi anggota, serta pemeliharaan modal legitimasi dan ketahanan organisasi. Indonesia’s forest management continues to face several challenges, including tenure conflicts, deforestation, and weak forest management institutions. Institutional frameworks are structures that govern management, coordination, and task division. However, the effectiveness of these institutions often falls short of optimal levels. This study aims to assess institutional effectiveness and formulate strategies for institutional strengthening in the Giri Purnama Alam Forest Farmer Group (KTH). The study employs both quantitative and qualitative approaches in assessing nine institutional parameters. The results indicate that institutional effectiveness within the KTH is categorized as fairly effective. Strategies for institutional strengthening include restructuring the institutional regulatory system, developing leadership systems and role allocation, optimizing forums for deliberation to enhance member participation, and maintaining institutional legitimacy and resilience.
