Analisis Kesiapan Penerapan ISO/IEC 17025:2017 di Iratco Veterinary Laboratory Services Bogor

Abstract

Implementasi ISO/IEC 17025:2017 merupakan langkah krusial bagi laboratorium pengujian, yang bertujuan untuk memastikan akurasi, konsistensi, dan pengakuan internasional atas hasil pengujian mereka. Standar internasional ini menguraikan persyaratan komprehensif untuk kompetensi teknis dan sistem manajemen mutu laboratorium pengujian dan kalibrasi. Di Indonesia, khususnya di Kabupaten dan Kota Bogor, sebagian besar laboratorium veteriner telah mengadopsi ISO/IEC 17025:2017. Namun, Iratco Veterinary Laboratory Services Bogor masih menjadi salah satu dari sedikit laboratorium yang belum terakreditasi dengan standar ini. Studi ini bertujuan untuk menganalisis kesiapan Iratco Veterinary Laboratory Services Bogor dalam mengimplementasikan ISO/IEC 17025:2017. Studi ini berfokus pada penilaian persepsi staf, mengidentifikasi faktor pendukung dan penghambat, serta mengevaluasi kesiapan keseluruhan untuk implementasi standar. Metode kuantitatif deskriptif digunakan, dengan menggunakan kuesioner skala Likert dan Proses Hirarki Analitik (AHP) untuk memprioritaskan faktor-faktor kesiapan. Temuan menunjukkan bahwa faktor-faktor utama yang memengaruhi kesiapan ISO/IEC 17025:2017 meliputi: komitmen manajemen puncak, kompetensi sumber daya manusia, mekanisme supervisi dan evaluasi internal, konsistensi prosedur operasional, dan efektivitas komunikasi internal. Hasil AHP menyoroti bahwa komitmen manajemen puncak dan kompetensi personel merupakan faktor yang paling berpengaruh. Sementara itu, tantangan utama meliputi keterbatasan sumber daya, kurangnya pelatihan terstruktur mengenai persyaratan ISO/IEC 17025:2017, dan tidak adanya sistem manajemen mutu terdokumentasi yang selaras dengan standar. Terlepas dari keterbatasan ini, Iratco Veterinary Laboratory Services Bogor menunjukkan sikap positif dan potensi untuk adopsi standar. Studi ini merekomendasikan untuk memulai pengembangan kapasitas internal, mengembangkan dokumentasi yang sesuai standar, dan meningkatkan dukungan kepemimpinan sebagai langkah-langkah kunci dalam mempersiapkan akreditasi ISO/IEC 17025:2017. Usulan seperti layanan uji darah, patologi klinik, patologi anatomi, mikrobiologi, imunologi, dan biologi molekuler merupakan layanan prioritas yang berpeluang besar untuk dijadikan lingkup awal akreditasi. Analisis kesiapan ini tidak hanya akan bermanfaat bagi Iratco Veterinary Laboratory Services Bogor tetapi juga dapat dirujuk oleh laboratorium lain yang menginginkan kualitas dan kredibilitas internasional dalam layanan pengujian veteriner. The implementation of ISO/IEC 17025:2017 is a crucial step for testing laboratories, aiming to ensure the accuracy, consistency, and international recognition of their test results. This international standard outlines comprehensive requirements for the technical competence and quality management systems of testing and calibration laboratories. In Indonesia, particularly in Bogor Regency and City, most veterinary laboratories have adopted ISO/IEC 17025:2017. However, Iratco Veterinary Laboratory Services Bogor remains one of the few laboratories that has not been accredited under this standard. This study aims to analyze the readiness of Iratco Veterinary Laboratory Services Bogor to implement ISO/IEC 17025:2017. The study focused on assessing staff perceptions, identifying enabling and inhibiting factors, and evaluating overall readiness for standard implementation. A descriptive quantitative method was employed, employing a Likert-scale questionnaire and the Analytical Hierarchy Process (AHP) to prioritize readiness factors. The findings indicate that the main factors influencing ISO/IEC 17025:2017 readiness include: top management commitment, human resource competence, internal supervision and evaluation mechanisms, consistency of operational procedures, and effectiveness of internal communication. The AHP results highlight that top management commitment and personnel competence are the most influential factors. Meanwhile, key challenges include limited resources, a lack of structured training on ISO/IEC 17025:2017 requirements, and the absence of a documented quality management system aligned with the standard. Despite these limitations, Iratco Veterinary Laboratory Services Bogor demonstrates a positive attitude and potential for standard adoption. The study recommends initiating internal capacity development, developing standards compliant documentation, and enhancing leadership support as key steps in preparing for SNI ISO/IEC 17025:2017 accreditation. Proposed services, including clinical pathology, anatomical pathology, microbiology, and molecular biology, represent priority sectors that offer a strong opportunity for the initial accreditation scope. This readiness analysis will not only benefit Iratco Veterinary Laboratory Services Bogor but can also be referenced by other laboratories seeking international quality and credibility in veterinary testing services.
