      Abstract
      Kertas sanitasi dunia memiliki pertumbuhan permintaan yang pesat sejak pandemi COVID-19. Penelitian ini bertujuan untuk menganalisis daya saing ekspor produk kertas sanitasi Indonesia di pasar internasional pada periode 2018-2024. Komoditas yang dianalisis mencakup tisu toilet (HS 481810), tisu wajah (HS 481820), tisu meja dan serbet (HS 481830), dan kertas sanitasi lainnya (HS 481890). Metode yang digunakan meliputi Revealed Comparative Advantage (RCA) untuk mengukur keunggulan komparatif, Indeks Spesialisasi Perdagangan (ISP) untuk mengukur keunggulan kompetitif, serta Constant Market Share (CMS) untuk mengidentifikasi faktor-faktor yang memengaruhi pertumbuhan ekspor. Hasil penelitian menunjukkan bahwa kertas sanitasi dengan kode HS 481820 memiliki daya saing komparatif yang kuat dengan rentang nilai RCA pada periode 2018-2024 yaitu 1,45-2,31. Nilai ISP kertas sanitasi HS 481810, 481820, dan 481830 berada pada tahap kematangan. Hasil analisis CMS menunjukkan bahwa keempat faktor utama memberikan nilai positif dengan total nilai sebesar 70,6 juta US$. Faktor yang paling dominan berasal dari efek daya saing dan distribusi pasar.
       
      Global demand for sanitary paper products has experienced rapid growth since the COVID-19 pandemic. This study aims to analyze the export competitiveness of Indonesian sanitary paper products in the international market during the 2018–2024 period. The commodities examined include toilet paper (HS 481810), facial tissues (HS 481820), table napkins and serviettes (HS 481830), and other sanitary paper products (HS 481890). The research employs the Revealed Comparative Advantage (RCA) method to measure comparative advantage, the Trade Specialization Index (ISP) to assess competitive advantage, and the Constant Market Share (CMS) approach to identify the factors influencing export growth. The results indicate that sanitary paper with HS code 481820 demonstrates a strong comparative advantage, with RCA values ranging from 1.45 to 2.31 over the study period. The ISP values for HS 481810, 481820, and 481830 indicate that these products are in the maturity stage. The CMS analysis reveals that all four main factors contribute positively, with a total value of 70.6 million USD. The most dominant contributing factors derive from competitiveness effects and market distribution.
