      Peran Modifikasi Cuaca dalam Meningkatkan Ketersediaan Air di DAS Brantas Hulu (Studi Kasus: Periode 2022-2024)

      Abstract
      Ketersediaan air di DAS Brantas Hulu memainkan peranan penting dalam mendukung pasokan air baku, irigasi, dan pembangkit listrik tenaga air (PLTA). Oleh karena itu, curah hujan yang rendah dapat mengancam ketersediaan air. Penelitian ini bertujuan untuk menganalisis peran modifikasi cuaca dalam meningkatkan ketersediaan air di DAS Brantas Hulu. Analisis peran modifikasi cuaca berdasarkan tiga indikator, yaitu penambahan curah hujan, inflow (aliran air masuk), dan estimasi keuntungan ekonomi. Analisis mencakup empat periode modifikasi cuaca dari tahun 2022 hingga 2024. Distribusi curah hujan menunjukkan perbedaan signifikan antara wilayah yang menerima intervensi modifikasi cuaca (DAS Brantas Hulu) dan wilayah pembanding yang tidak menerima intervensi modifikasi cuaca (DAS Tempuran dan Barek), dengan p-value <0,05. Estimasi penambahan curah hujan hasil modifikasi cuaca menggunakan pendekatan target kontrol dan prakiraan sifat curah hujan. Modifikasi cuaca mampu menambah curah hujan di DAS Brantas Hulu sebesar 17% - 77%. Penambahan curah hujan tersebut dapat meningkatkan inflow sebesar 0,8 – 16,3 m³/s di Waduk Karangkates yang berfungsi sebagai waduk penyimpanan air di DAS Brantas Hulu. Inflow tambahan ini setara dengan jumlah volume air sebesar 3.092.498 – 28.166.400 m³ yang bermanfaat dalam menambah produksi listrik dan menghasilkan keuntungan ekonomi sebesar Rp812.171.177,- hingga 7.397.236.364,-. Hasil ini menunjukkan bahwa modifikasi cuaca berperan dalam meningkatkan curah hujan dan ketersediaan air di DAS Brantas Hulu serta memberikan keuntungan secara ekonomi. Penerapan modifikasi cuaca di DAS Brantas Hulu selama periode 2022-2024 menunjukkan hasil yang lebih optimal pada saat peralihan musim hujan ke musim kemarau dengan indikasi tambahan curah hujan, inflow, dan estimasi keuntungan ekonomi yang lebih besar. Modifikasi cuaca dapat menjadi solusi dan langkah strategis untuk menjaga ketersediaan air di daerah aliran sungai.
       
      Water supply in the Brantas Hulu Watershed plays an important role in supporting raw water supply, irrigation, and hydroelectric power. Therefore, low rainfall can threaten water supply. This study aims to analyze the role of weather modification in increasing water supply in the Brantas Hulu Watershed. The analysis of the role of weather modification is based on three indicators, including additional rainfall, inflow, and estimated economic benefits. The analysis covers four periods of weather modification from 2022 to 2024. The rainfall distribution shows a significant difference between the area that received weather modification intervention (Brantas Hulu Watershed) and the comparison area that did not receive weather modification intervention (Tempuran and Barek Watersheds), with a p-value <0.05. The estimation of additional rainfall from weather modification uses a target-control approach and rainfall characteristics forecasts. Weather modification was able to increase rainfall in the Brantas Hulu Watershed by 17% - 77%. This additional rainfall can increase the inflow by 0.8 - 16.3 m³/s in the Karangkates Reservoir, which functions as a water reservoir in the Brantas Hulu Watershed. This additional inflow is equivalent to water volume of 3,092,498 – 28,166,400 m³, which is beneficial in increasing electricity production and generating economic benefits of IDR 812,171,177 to IDR 7,397,236,364. These results show that weather modification plays a role in increasing rainfall and water supply in the Brantas Hulu Watershed and provides economic benefits. The application of weather modification in the Brantas Hulu Watershed during the 2022-2024 periods show more optimal results during the transition from the rainy season to the dry season, with indications of additional rainfall, inflow, and higher estimated economic benefits. Weather modification can be a solution and a strategic step to maintain water supply in watersheds.
