      Strategi Komunikasi Humas dalam Mempublikasikan Kegiatan di Lembaga Layanan Pendidikan Tinggi Wilayah X melalui Instagram & Website

      Abstract
      Transformasi digital telah mengubah cara lembaga publik menyampaikan informasi kepada masyarakat, termasuk dalam sektor pendidikan tinggi. Lembaga Layanan Pendidikan Tinggi (LLDIKTI) Wilayah X sebagai fasilitator mutu pendidikan tinggi berupaya memanfaatkan media digital seperti Instagram dan website resmi sebagai saluran komunikasi kelembagaan. Namun, dalam praktiknya masih ditemukan beberapa kendala seperti variasi konten yang terbatas, keterlambatan publikasi, serta belum tersusunnya strategi komunikasi secara formal. Penelitian ini bertujuan untuk menganalisis strategi komunikasi Humas LLDIKTI Wilayah X dalam mempublikasikan kegiatan melalui media digital serta merumuskan strategi pengembangan berbasis analisis SWOT. Penelitian menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data berupa wawancara mendalam, observasi, dokumentasi, dan kuesioner. Model perencanaan komunikasi lima langkah dari Cangara digunakan sebagai kerangka analisis utama. Hasil penelitian menunjukkan bahwa pemanfaatan Instagram lebih ditujukan untuk informasi yang ringan dan cepat, sementara website digunakan untuk informasi resmi dan mendalam. Strategi komunikasi dijalankan secara adaptif, namun belum terdokumentasi sebagai standar operasional. Melalui analisis SWOT, strategi Weaknesses–Opportunities (WO) direkomendasikan sebagai pendekatan untuk mengoptimalkan peluang eksternal dengan memperbaiki kelemahan internal. Selain itu, temuan kuesioner memperlihatkan bahwa konten yang disampaikan cukup informatif dan menarik, meskipun masih perlu peningkatan dalam variasi, visualisasi, serta interaktivitas. Dari hasil tersebut dapat disimpulkan bahwa strategi komunikasi Humas LLDIKTI Wilayah X telah berjalan cukup efektif namun masih memerlukan perbaikan dalam aspek perencanaan dan konsistensi konten. Penguatan strategi komunikasi digital yang terstruktur dan evaluatif penting untuk mendukung tujuan lembaga dalam membangun citra positif dan meningkatkan keterlibatan publik secara berkelanjutan.
       
      Digital transformation has changed the way public institutions deliver information to the public, including in the higher education sector. The Higher Education Service Institution (LLDIKTI) Region X, as a facilitator of higher education quality, seeks to utilize digital media such as Instagram and the official website as channels for institutional communication. However, in practice, several obstacles are still encountered, such as limited content variation, delayed publication, and the absence of a formally structured communication strategy. This study aims to analyze the communication strategy of the Public Relations team of LLDIKTI Region X in publicizing activities through digital media, as well as to formulate a development strategy based on SWOT analysis. This research uses a descriptive qualitative method with data collection techniques including in-depth interviews, observations, documentation, and questionnaires. Cangara’s five-step communication planning model was used as the main analytical framework. The results of the study show that Instagram is primarily used for light and fast information, while the website is intended for more formal and detailed information. The communication strategy is carried out adaptively, although it has not yet been documented as an operational standard. Through SWOT analysis, the Weaknesses–Opportunities (WO) strategy is recommended as an approach to optimize external opportunities by addressing internal weaknesses. In addition, the results of the questionnaire show that the published content is quite informative and engaging, although improvements are still needed in terms of variety, visual presentation, and interactivity. Based on these results, it can be concluded that the communication strategy of LLDIKTI Region X has been fairly effective but still requires improvement in planning and content consistency. Strengthening a well-structured and evaluative digital communication strategy is important to support the institution’s goals in building a positive image and increasing public engagement in a sustainable manner.
