      Strategi Komunikasi Kejaksaan Agung RI dalam Pemberitaan Kasus Korupsi PT Pertamina Patra Niaga

      Abstract
      Penelitian ini dilatarbelakangi oleh pentingnya peran komunikasi publik dalam institusi penegak hukum, khususnya Kejaksaan Agung Republik Indonesia, yang tidak hanya bertugas menyampaikan informasi hukum, tetapi juga mengelola opini publik dan membentuk citra institusi. Salah satu kasus yang menjadi fokus utama adalah dugaan korupsi tata kelola minyak mentah dan produk kilang di lingkungan PT Pertamina Patra Niaga pada periode 2018-2023. Kasus ini mengemuka karena nilai kerugian negara yang sangat besar dan kompleksitas aktor yang terlibat, baik dari unsur negara maupun swasta. Penelitian ini dilakukan untuk memahami bagaimana strategi komunikasi Kejaksaan Agung RI, melalui Pusat Penerangan Hukum (Puspenkum), dirancang dan dijalankan dalam menangani pemberitaan kasus tersebut. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode studi kasus, di mana kasus korupsi PT Pertamina Patra Niaga dijadikan fokus utama analisis. Teknik pengumpulan data dilakukan melalui wawancara mendalam terhadap informan dari Kejaksaan dan publik, dokumentasi pemberitaan media, serta rilis resmi Kejaksaan. Data dianalisis menggunakan model perencanaan komunikasi lima langkah dari Cangara (2022), yang mencakup tahap penelitian, perencanaan, eksekusi, evaluasi, dan pelaporan. Hasil penelitian menunjukkan bahwa strategi komunikasi Kejaksaan Agung RI dalam pemberitaan kasus Pertamina Patra Niaga dilakukan secara sistematis. Pada tahap awal, Puspenkum melakukan pemetaan isu melalui media monitoring dan masukan dari penyidik. Perencanaan dilakukan melalui asistensi lintas bidang untuk memastikan narasi hukum dapat diterima publik. Eksekusi strategi komunikasi dijalankan melalui berbagai saluran, seperti rilis resmi, konferensi pers, media sosial, dan penyebaran informasi ke grup WhatsApp jurnalis. Evaluasi dilakukan melalui analisis respons media dan opini publik, kemudian digunakan untuk menyesuaikan pesan berikutnya. Tahap pelaporan menjadi dokumentasi proses komunikasi sekaligus dasar evaluasi internal. Kesimpulannya, strategi komunikasi Kejaksaan Agung RI dalam kasus ini bukan hanya bertujuan untuk menyampaikan perkembangan hukum, tetapi juga menjadi instrumen penting dalam mengelola persepsi publik, menjaga kredibilitas lembaga, serta mengantisipasi disinformasi. Studi kasus ini memperlihatkan bagaimana komunikasi publik dapat berfungsi sebagai bagian dari tata kelola kelembagaan yang strategis dan berbasis etika.
       
      This research is motivated by the crucial role of public communication within law enforcement institutions, particularly the Attorney General’s Office of the Republic of Indonesia, which is not only responsible for delivering legal information but also for managing public opinion and shaping institutional image. One of the main focuses of this study is the alleged corruption case involving the management of crude oil and refinery products within PT Pertamina Patra Niaga during the period of 2018–2023. This case drew public attention due to the enormous financial loss to the state and the complexity of actors involved, including both government officials and private sector representatives. This research aims to understand how the communication strategy of the Attorney General’s Office of the Republic of Indonesia, through its Center for Legal Information, was designed and implemented in handling the media coverage of the case. This study employs a descriptive qualitative approach using a case study method, with the corruption case in PT Pertamina Patra Niaga as the central focus of analysis. Data collection techniques include in-depth interviews with informants from the Attorney General’s Office and the public, documentation of media coverage, and official press releases from the institution. Data is analyzed using Cangara’s (2022) five-step communication planning model, which includes research, planning, execution, evaluation, and reporting stages. The results show that the communication strategy of the Attorney General’s Office of the Republic of Indonesia in reporting this case was carried out systematically. In the initial stage, the Center for Legal Information mapped the issues through media monitoring and inputs from investigators. Planning was conducted collaboratively across departments to ensure that legal narratives were effectively communicated to the public. The execution of the strategy involved various communication channels such as official press releases, press conferences, social media, and distribution of information via journalist WhatsApp groups. Evaluation was carried out through analysis of media response and public opinion, which were then used to adjust subsequent messages. The reporting stage served as documentation of the communication process and as a basis for internal evaluation. In conclusion, the communication strategy of the Attorney General’s Office of the Republic of Indonesia in this case was not merely aimed at delivering legal updates but also functioned as a vital instrument for managing public perception, maintaining institutional credibility, and countering disinformation. This case study illustrates how public communication can serve as part of a strategic and ethical institutional governance framework.
