Penetapan areal Kawasan Hutan Pengelolaan Khusus (KHDPK) sebagai
kebijakan baru terkait pengelolaan hutan di Jawa telah mengembalikan mandat
kewenangan dari BUMN Kehutanan yaitu Perhutani kembali ke Kementerian
Lingkungan Hidup dan Kehutanan seluas ± 1,1 juta ha termasuk untuk perhutanan
sosial. Penetapan ini mendorong Lembaga Masyarakat Desa Hutan (LMDH),
sebagai pelaku perhutanan sosial, untuk mempunyai badan usaha berbadan hukum
koperasi.
Objek penelitian ini adalah suatu LMDH, yang wilayah kerjanaya
terkategori dalam KHDPK. Tujuan dari penelitian untuk mengevaluasi faktor faktor yang berpengaruh terhadap kinerja LMDH Lancar Jaya melalui pendekatan
situation-structure-behavior-performance untuk melihat lebih dalam faktor yang
mempengaruhi kinerjanya, kemudian menganalisis lebih dalam tanggapan awal dan
faktor-faktor kesiapan menghadapi kebijakan KHDPK. Metode yang digunakan
adalah kualitatif-deskriptif. Penelitian ini dilaksanakan di LMDH Lancar Jaya,
Desa Ngancar, serta beberapa LMDH di KPH Sukabumi dan KPH Cepu sebagai
benchmark. Metode pengumpulan data meliputi wawancara mendalam dengan
informan kunci, observasi kemitraan kehutanan, dan pengumpulan dokumen terkait,
termasuk peraturan dan arsip kelembagaan LMDH. Analisis data dilakukan melalui
pendekatan kualitatif, dengan fokus pada Situation-Structure-Behavior Performance (SSBP) dan analisis isi untuk menginterpretasikan peraturan dan
dokumen pendukung. Analisis stakeholder juga dilakukan untuk memahami
kepentingan dan pengaruh para aktor, serta hubungan di antara mereka, yang
dilengkapi dengan alat seperti kamera dan recorder untuk dokumentasi dan
transkripsi.
Hasil penelitian menunjukkan kinerja kemitraan LMDH Lancar Jaya dinilai
cukup efisien dan aktif-mandiri, ditandai dengan usaha, penerimaan manfaat para
aktor, dan tanaman Perhutani yang berjalan dengan baik. Namun, beberapa LMDH
lainnya mengalami kendala dalam distribusi manfaat, pemanfaatan dan penjagaan
lahan, serta pemberian bagi hasil dan sistem insentif yang tidak maksimal. Perilaku
aktor di LMDH Lancar Jaya menunjukkan pembentukan jaringan interaksi yang
efektif, memudahkan kerja sama dengan berbagai aktor yang memberikan
tambahan modal keuangan dan sosial. Keberhasilan ini didorong oleh
kepemimpinan dan manajemen yang efisien di LMDH Lancar Jaya, serta
keterbukaan dalam menjalin hubungan dengan berbagai pihak. Respons awal
terhadap kebijakan KHDPK menunjukkan variasi di antara LMDH. Sementara
beberapa LMDH mengalami kebingungan dan ketidakpastian karena perubahan
regulasi dan informasi, LMDH Lancar Jaya menampilkan sikap kooperatif dan
adaptif. Perubahan aturan mengakibatkan kekhawatiran di kalangan investor dan
pekerja Perhutani, terutama mengenai pengurangan pasokan dan potensi kehilangan
pekerjaan. Situasi ini mencerminkan tantangan dalam masa transisi dan perlunya
adaptasi kebijakan dan perilaku yang efektif untuk mengatasi masalah yang muncul.
Berdasarkan berbagai temuan tersebut, transformasi memerlukan beberapa
faktor kunci. Hal ini meliputi peningkatan sumber daya manusia, penerapan
teknologi baru, penyesuaian struktur dan budaya organisasi, dan pengembangan
kapasitas lembaga. Modal sosial, termasuk membangun kepercayaan, jaringan kuat
antar aktor, dan pilihan institusi yang mendukung sinergi dan aksi kolektif, sangat
penting. Selain itu, perlu ada strategi untuk mengatasi asimetri informasi, pemilihan
mitra yang tepat, serta merancang sistem insentif dan bagi hasil yang
mempertimbangkan karakteristik lokasi dan respons terhadap aturan baru.
Pengawasan, evaluasi, dan umpan balik yang efektif juga krusial untuk memastikan
keberhasilan transformasi ini. The designation of the Special Forest Management Area (KHDPK) area as a
new policy for forest management in Java returns the mandate of authority from the
state-owned forestry company, Perhutani, back to the Ministry of Environment and
Forestry, covering an area of approximately 1.1 million hectares, including for
social forestry. This designation pushes Community Forest Village Institution
(LMDH) to have a legal entity for its business as a cooperative.
The object of this research is an LMDH, which its working area is categorized
as part of KHDPK. The goal of this research is to evaluate the factors influencing
the performance of Community Forest Village Institution (LMDH) through a
situation-structure-behavior-performance approach, to delve deeper into the
factors affecting its performance, and then to analyze the initial responses and
readiness factors in facing KHDPK policy. The qualitative-descriptive method is
employed. This research is conducted in LMDH Lancar Jaya, Ngancar Village, and
several LMDHs in KPH Sukabumi and KPH Cepu as benchmarks. Data collection
methods include in-depth interviews with key informants, observations of forestry
partnerships, and collection of related documents, including regulations and LMDH
institutional archives. The qualitative analysis focuses on the Situation-Structure Behavior-Performance (SSBP) approach and content analysis to interpret
regulations and supporting documents. Stakeholder analysis is also performed to
understand the interests and influences of the actors and their relationships,
supplemented with tools such as a camera and recorder for documentation and
transcription.
The research findings indicate that the performance of the LMDH Lancar
Jaya partnership is considered efficient and self-reliant, marked by successful
business operations, benefit reception by actors, and effective Perhutani plantation
management. However, other LMDHs need help in benefit distribution, land use,
protection, and suboptimal profit-sharing and incentive systems. Actors in LMDH
Lancar Jaya show effective networking behavior, facilitating cooperation with
various actors contributing additional financial and social capital. This success is
driven by efficient leadership and management in LMDH Lancar Jaya and openness
in establishing relationships with multiple parties. The initial response to the
KHDPK policy varies among LMDHs. While some experience confusion and
uncertainty due to regulatory changes and information, LMDH Lancar Jaya exhibits
a cooperative and adaptive attitude. Policy changes have raised concerns among
investors and Perhutani workers, particularly about supply reductions and potential
job losses. This situation reflects the challenges in the transition period and the need
for policy and behavioral adaptation to address emerging issues.
Based on these findings, several key factors are necessary for transformation.
These include human resource development, new technology implementation,
structural and organizational culture adjustment, and institutional capacity
development. Social capital is crucial, as is building trust and strong networks
among actors and choosing institutions that support social synergy and collective
action. Additionally, strategies to address information asymmetry and selecting
appropriate partners are needed, along with designing incentive and profit-sharing
systems that consider location characteristics and responses to new rules. Effective
monitoring, evaluation, and feedback are essential to ensure the success of this
transformation.
