      Pengoptimuman Penjadwalan Tenaga Sukarelawan di Daerah Bencana Menggunakan Fuzzy Goal Programming

      Abstract
      Relawan seringkali dibutuhkan dalam menangani daerah bencana untuk melakukan beberapa tugas seperti pencarian dan evakuasi korban bencana, membagikan bantuan, dan menyediakan tempat yang aman untuk korban bencana. Namun seringkali adanya kesulitan dalam menjadwalkan tenaga sukarelawan sesuai keinginan dan keahliannya. Dalam karya ilmiah ini, dibuat model untuk penugasan sukarelawan yang memiliki dua tujuan, yaitu meminimumkan total biaya kekurangan yang disebabkan karena tuntutan tugas yang melebihi sukarelawan yang ada serta meminimumkan jumlah penugasan pada blok waktu dan tugas yang tidak diinginkan sukarelawan. Metode yang digunakan pada model ini adalah Fuzzy Goal Programming (FGP) dan diselesaikan menggunakan pendekatan operator-min Bellman dan Zadeh. Penyelesaian masalah ini dilakukan dengan bantuan software LINGO 19.0, yang menghasilkan nilai optimal berupa total biaya kekurangan minimum dan jumlah minimum penugasan pada blok waktu dan tugas yang tidak diinginkan sukarelawan. Hasil implementasi menunjukkan bahwa model dapat diimplementasikan pada kasus bencana di suatu daerah.
       
      Volunteers are often needed in dealing with disaster areas to carry out several tasks such as searching for and evacuating disaster victims, distributing aid, and providing safe places for disaster victims. However, there are often difficulties in scheduling volunteers according to their wishes and expertise. In this scientific paper, a model for the assignment of volunteers is created which has two objectives, namely minimizing the cost of shortages caused by task demands that exceed existing volunteers and minimizing the number of assignments in blocks of time and tasks that are unwanted by volunteers. The method used in this model is Fuzzy Goal Programming (FGP) and is solved using the Min operator approach Bellman and Zadeh. Solving this problem is done with the help of LINGO 19.0 software, which produces an optimal value in the form of the minimum total cost of shortages and the minimum number of assignments in time blocks and tasks that are unwanted by volunteers. The implementation results show that the model can be implemented in disaster cases in an area.
