Evaluasi Program Perhutanan Sosial di Kawasan Hutan Lindung: Studi Kasus LMDH Bukit Amanah, Kabupaten Bandung

Abstract

Pelaksanaan program perhutanan sosial melalui skema kemitraan kehutanan (KK) di LMDH Bukit Amanah, kabupaten Bandung perlu dievaluasi untuk melihat bagaimana pengaruh program perhutanan sosial terhadap kelembagaan dan kondisi ekonomi petani di LMDH Bukit Amanah. Analisis kelembagaan dilakukan dengan membandingkan sistem kelembagaan di LMDH bukit Amanah dengan 5 prinsip Good forest good governance. Analisis kelayakan dilakukan dengan metode analisis finansial menggunakan 3 kriteria yaitu Net Present Value (NPV), Internal Rate of Return (IRR), dan Benefit Cost Ratio (BCR). Secara umum LMDH Bukit Amanah memiliki tata kelola hutan yang baik dilihat dari aspek-aspek dalam Good Forest Good Governence. Usaha agroforestri dan usaha Kopi Puntang Wangi di LMDH Bukit Amanah memiliki nilai NPV, BCR dan IRR yang memenuhi, sehingga usaha layak dijalankan. Rata-rata penghasilan petani anggota LMDH Bukit Amanah sebesar Rp3.945.621/bulan dengan kontribusi pendapatan Perhutanan Sosial sebesar Rp813.268/bulan atau setara dengan persentase sebesar 20,61% dari total pendapatan petani.

The implementation of the social forestry program through the forestry partnership (KK) scheme at LMDH Bukit Amanah, Bandung Regency needs to be evaluated to see how the social forestry program affects the institutional and economic conditions of farmers at LMDH Bukit Amanah. Institutional analysis was carried out by comparing the institutional system at LMDH Bukit Amanah with the 5 principles of Good forest good governance. Feasibility analysis was carried out using the financial analysis method using 3 criteria, Net Present Value (NPV), Internal Rate of Return (IRR), and Benefit Cost Ratio (BCR). In general, LMDH Bukit Amanah has good forest governance in terms of aspects of Good Forest Good Governance. The agroforestry and Puntang Wangi coffee business at LMDH Bukit Amanah have sufficient NPV, BCR, and IRR values, so the business is feasible. The average income of farmers who are members of the Bukit Amanah LMDH is IDR 3,945,621/month with a Social Forestry income contribution of IDR 813,268/month or the equivalent of a percentage of 20.61% of the total farmers' income.
