Strategi Pengendalian Penyebaran Ideologi Ekstrem: Sebuah Model Kontrol Optimum
Abstract
Interaksi manusia sebagai makhluk sosial dapat memicu munculnya kebiasan atau pemikiran yang menyimpang dari pemikiran masyarakat pada umumnya. Salah satu dampak dari pemikiran yang menyimpang tersebut adalah terjadinya penyebaran ideologi esktrem. Individu yang terpapar ideologi ekstrem dapat dengan mudah melakukan aksi teror di lingkungan masyarakat. Oleh sebab itu, dalam menanggulangi masalah tersebut diperlukan pendekatan terhadap individu yang terpapar ideologi ekstrem. Selanjutnya fenomena tersebut dinyatakan dalam model matematika penyebaran ideologi ekstrem.
Tujuan dari penelitian ini adalah memodifikasi model matematika penyebaran ideologi ekstrem dan melakukan analisis kestabilan berdasarkan bilangan reproduksi dasar. Selanjutnya memformulasikan model matematika penyebaran ideologi ekstrem ke bentuk kontrol optimum dengan menambahkan tiga variabel kontrol yaitu tindakan preventif, disengagement, dan deradikalisasi serta mengevaluasi keefektifan variabel kontrol dalam beberapa strategi.
Pada penelitian ini model matematika penyebaran ideologi ekstrem yang sebelumnya dikembangkan, peneliti menambahkan kompartemen baru yang dikelompokkan ke dalam populasi individu sadar terhadap ideologi ekstrem yaitu Aware. Model penyebaran ideologi ekstrem tanpa kontrol diperoleh titik tetap yaitu titik tetap tanpa adanya penyebaran ideologi ekstrem dan titik tetap endemik. Menentukan kestabilan sistem persamaan di sekitar titik tetap berdasarkan Kriteria Routh-Hurwitz, titik tetap bersifat stabil asimtotik lokal. Selanjutnya model dengan kontrol ditentukan variabel kontrol optimum sehingga dapat meminimumkan fungsi tujuan. Variabel kontrol yang optimum diperoleh dari pendekatan prinsip maksimum Pontryagin. Simulasi numerik menunjukkan bahwa skenario yang yang melibatkan ketiga kontrol yaitu kontrol preventif, disengagement, dan deradikalisasi adalah solusi optimum dan efektif untuk mengendalikan penyebaran ideologi ekstrem. Human interaction as social beings can trigger the emergence of habits or thoughts that deviate from the thinking of society in general. One of the impacts of this distorted thinking is the spread of extreme ideologies. Individuals who are exposed to extreme ideologies can easily carry out acts of terror in society. Therefore, in tackling these problems, an approach for individuals exposed to extreme ideologies is needed. Furthermore, the phenomenon is expressed in a mathematical model of the spread of extreme ideology.
The purpose of this study is to modify the mathematical model of the spread of extreme ideologies and perform a stability analysis based on basic reproduction numbers. Then formulate a mathematical model of spreading extreme ideology to the optimum form of control by adding three control variables, namely preventive action, disengagement, and deradicalization and evaluating the effectiveness of the control variables in several strategies.
In this study, the mathematical model for the spread of an extreme ideology that was previously developed, the researcher added a new compartment that was grouped into the population of individuals who were aware of extreme ideology, namely Aware. The model for spreading extreme ideology without control obtained a fixed point, namely a fixed point without the spread of extreme ideology and an endemic fixed point. Determining the stability of the system of equations around a fixed point based on the Routh-Hurwitz criterion, the fixed point is locally asymptotically stable. Furthermore, the model with control is determined the optimum control variable so that it can minimize the objective function. The optimum control variable is obtained from Pontryagin's maximum principle approach. Numerical simulations show that the scenario involving the three controls, namely preventive control of disengagement and deradicalization is the optimal and effective solution to control the spread of extreme ideologies.
