Manajemen Waterfront City untuk Mewujudkan Lanskap Rendah Karbon di Kota Pekanbaru
Abstract
Perubahan iklim merupakan isu global yang harus ditanggapi secara serius saat ini, terutama dalam pengurangan emisi karbon. Kota Pekanbaru mengalami permasalahan lingkungan seperti banjir, polusi, sampah, dan efek gas rumah kaca akibat kurangnya manajemen tata kota dan pemanfaatan fungsi sungai. Sungai Siak sebagai saksi sejarah peradaban Kota Pekanbaru dapat menjadi solusi melalui penataan lanskap waterfront city. Dengan penataan lanskap waterfront city yang memanfaatkan potensi Sungai Siak, diharapkan mampu menyelesaikan berbagai permasalahan lingkungan, khususnya penurunan emisi karbon dan melestarikan nilai-nilai sejarah yang kurang teroptimalkan. Tujuan dari penelitian ini adalah untuk memetakan dan mengevaluasi kondisi lanskap waterfront city, menganalisis persepsi masyarakat terhadap lanskap rendah karbon, dan menyusun rekomendasi waterfront city dengan konsep lanskap rendah karbon dengan pendekatan historic urban landscape (HUL). Metode yang digunakan adalah analisis lanskap eksisting, analisis HUL Quick Scan Method, analisis spasial dengan evaluasi kesesuaian lahan, analisis persepsi masyarakat, dan analisis potensi berdasarkan aspek biofisik, legal, budaya, sosial, ekonomi, dan lingkungan. Hasil rekomendasi berupa penyusunan konsep dan kebijakan melalui pengelolaan dan pengembangan lanskap waterfront city untuk mewujudkan lanskap rendah karbon di Kota Pekanbaru. Lanskap waterfront city Kota Pekanbaru terbagi menjadi beberapa aktivitas perkotaan, yaitu bisnis, industri, permukiman, dan pariwisata khususnya wisata sejarah budaya. Berdasarkan analisis aspek sejarah dan budaya, Kecamatan Senapelan merupakan wilayah cikal bakal berkembangnya Kota Pekanbaru dengan nilai-nilai sejarah yang kompleks. Terdapat 16 objek situs sejarah berupa cagar budaya peninggalan Kesultanan Siak Sri Indrapura. Melalui manajemen lanskap waterfront city, Kota Pekanbaru dapat menjadi kota pusaka melalui pelestarian peninggalan sejarah dan budaya Melayu. Berdasarkan analisis evaluasi kesesuaian lahan waterfront city, lahan seluas 311,96 km² (85%) cukup sesuai sebagai kawasan pariwisata. Sedangkan, lahan seluas 54,68 km² (15%) merupakan kawasan sesuai marginal dengan faktor pembatas kerawanan banjir. Selanjutnya, analisis kesesuaian lahan sebagai kawasan permukiman menunjukkan bahwa lahan seluas 240,39 km² (65,58%) sangat sesuai, 77,66 km² (21,18%) cukup sesuai, 7,33 km² (1,99%) sesuai marginal, dan 41,26 km² (11,25%) tidak sesuai. Faktor yang menjadi pembatas adalah jarak dari sungai dan kerawanan banjir. Kemudian, hasil evaluasi kesesuaian lahan sebagai kawasan konservasi menunjukkan bahwa lahan seluas 17,59 km² (4,79%) sangat sesuai, 16,86 km² (4,59%) cukup sesuai, 0,86 km² (0,23%) sesuai marginal, dan 331,33 km² (90,39%) yang tidak sesuai. Faktor pembatas adalah jarak terhadap sungai. Sedangkan sebagai kawasan tambak, lahan seluas 99,11 km² (27,03%) sangat sesuai, 37,22 km² (10,15%) cukup sesuai, 219,40 km² (59,84%) sesuai marginal, dan 10,91 km² (2,98%) tidak sesuai. Adapun faktor pembatas dominan adalah kemiringan lahan dan jarak terhadap sungai. Hasil analisis korelasi Pearson menunjukkan bahwa terdapat 42 pernyataan persepsi dengan hubungan signifikan terhadap variabel karakteristik responden. Melalui parameter lingkungan perkotaan, sebagian besar masyarakat berpendapat pengelolaan sempadan Sungai Siak belum berjalan dengan baik dan perlunya zonasi tata fungsi kota. Kemudian, dibutuhkan peningkatan sistem manajemen transportasi perkotaan yang terintegrasi menjangkau seluruh area kota melalui berjalan kaki dan bersepeda. Mayoritas masyarakat juga berpendapat diperlukan manajemen energi, penghijauan, sampah, air, dan bangunan ramah karbon. Hasil analisis derajat kepentingan masyarakat menunjukkan bahwa sebagian besar masyarakat sangat setuju kawasan di tepian Sungai Siak merupakan potensi pariwisata melalui pembangunan waterfront city dan mampu mengurangi emisi karbon. Namun, indeks terendah terdapat pada pernyataan persepsi Kota Pekanbaru sudah terbebas dari kemacetan. Masyarakat sangat setuju transportasi umum merupakan solusi mengurangi jejak karbon. Sementara itu, masyarakat memiliki keraguan mengenai penanganan masalah banjir dan sampah sudah baik. Dalam usaha mengatasi permasalahan tersebut, sebagian besar masyarakat sangat setuju konsep lanskap rendah karbon ini seharusnya diterapkan oleh seluruh elemen masyarakat hingga pemangku kebijakan. Rekomendasi manajemen lanskap waterfront city adalah menjadikan sebuah lanskap yang terbuka bagi semua masyarakat yang ingin tinggal, bekerja dan bermain di ruang dengan arsitektur Melayu yang menghubungkan kota dengan sungai. Strategi lanskap rendah karbon yang diusulkan adalah Kota 15 Menit. Dengan konsep kota secara desentralisasi, zona pengembangan waterfront city terbagi menjadi (a) zona pariwisata seluas 44,78 km² (12,41%); (b) zona campuran seluas 289,37 km² (80,20%); (c) zona konservasi seluas 19,99 km² (5,54%); dan (d) zona pelestarian budaya seluas 6,65 km² (1,84%) yang didukung oleh program pengelolaan masing-masing zona. Climate change is a global issue that must be taken seriously at this time, especially in reducing carbon emissions. Pekanbaru City is experiencing environmental problems such as floods, pollution, garbage, and greenhouse gas effects due to a lack of urban planning management and utilization of river functions. Siak River as a witness to the history of Pekanbaru City civilization, can be a solution through the arrangement of the waterfront city landscape. By arranging the waterfront city landscape that utilizes the potential of the Siak River, it can solve various environmental problems, significantly reducing carbon emissions and preserving historical values that are not optimized. This study aims to map and evaluate the condition of the waterfront city landscape, analyze public perceptions of low-carbon landscapes, and compile waterfront city recommendations with the concept of low-carbon landscapes with a historic urban landscape (HUL) approach. The methods used are analysis of existing landscapes, analysis of HUL Quick Scan Method, spatial analysis with land suitability evaluation, analysis of community perceptions, and analysis of potential based on biophysical, legal, cultural, social, economic, and environmental aspects. The results of the recommendations are in the form of drafting concepts and policies through the management and development of the waterfront city landscape to realize a low-carbon landscape in Pekanbaru City. The waterfront city landscape of Pekanbaru City is divided into several city activities, namely business, industry, settlements, and tourism, especially cultural history tourism. Based on the analysis of historical and cultural aspects, Senapelan District is the forerunner of the development of Pekanbaru City with complex historical values. There are 16 historical site objects in the form of cultural heritage left by the Siak Sri Indrapura Sultanate. By managing the waterfront city landscape, Pekanbaru City can become a heritage city by preserving Malay historical and cultural relics. Based on the analysis of the suitability of waterfront city land, an area of 311.96 km² (85%) is quite suitable as a tourism area. Meanwhile, 54.68 km² (15%) is a marginal area with flood vulnerability limiting factors. Furthermore, the analysis of land suitability as a residential area showed that an area of 240.39 km² (65.58%) was very suitable, 77.66 km² (21.18%) was quite suitable, 7.33 km² (1.99%) was marginal, and 41.26 km² (11.25%) was not suitable. The limiting factors are the distance from the river and the vulnerability to flooding. Then, the results of the evaluation of land suitability as a conservation area showed that an area of 17.59 km² (4.79%) was very suitable, 16.86 km² (4.59%) was quite suitable, 0.86 km² (0.23%) was marginal, and 331.33 km² (90.39%) was not suitable. The limiting factor is the distance to the river. Meanwhile, as a pond area, an area of 99.11 km² (27.03%) is very suitable, 37.22 km² (10.15%) is quite suitable, 219.40 km² (59.84%) is marginal, and 10.91 km² (2.98%) is not suitable. The dominant limiting factor is the land's slope and the river's distance. The Pearson's correlation analysis results showed that there were 42 perception statements with a significant correlation with respondent characteristic variables. Through the parameters of the urban environment, most people think that the management of the riparian of Siak River has not gone well, and the need for zoning of urban functioning. Then, it requires improving an integrated urban transportation management system that reaches all city areas through walking and cycling. The majority of people also think that energy management, greening, waste, water, and carbon-friendly buildings are needed. The analysis of the degree of community interest shows that most people strongly agree that the area on the riparian of Siak River is a tourism potential through the development of a waterfront city and can reduce carbon emissions. However, the lowest index is found in the statement that Pekanbaru City has been free from congestion. People strongly agree that public transport is a solution to reducing carbon footprint. Meanwhile, people have doubts about handling the flood and waste problems. To overcome this problem, most people strongly agree that all elements of society should apply the concept of a low-carbon landscape to policymakers. The waterfront city landscape management recommendation is to make a landscape open to all people who want to live, work and play in a space with Malay architecture that connects the city with the river. The proposed low-carbon landscape strategy is a 15-Minute City. With the concept of a decentralized city, the waterfront city development zone is divided into (a) tourism zones covering an area of 44.78 km² (12.41%); (b) a mixed zone of 289.37 km² (80.20%); (c) a conservation zone of 19.99 km² (5.54%); and (d) a cultural preservation zone of 6.65 km² (1.84%) supported by the management program of each zone.
