Management Planning at Western Coastal Area of Kabupaten Pandegiang - Banten Province

Abstract

Exploration and exploitation of coastal and marine resources need to be done properly based on integrated regional management planning. Since western part of coastal area in Kabupaten Pandeglang - Banten Province has experienced high environmental pressures due to intensive utilization, it needs to be managed integrated to achieve optimal results. The objectives of this research are to analyze coastal and marine resource characteristics, to develop a zonation, management zones and strategies, and management strategies for western part of coastal area in Kabupaten Pandeglang. The benefits of this research are optimal management and increasing community prosperity and local government of Kabupaten Pandeglang. The research was done in five sub-districts in Kabupaten Pandeglang consisting of Kecamatan Labuan, Jiput, Pagelaran, Panimbang, and Cigeulis. The materials and data used were maps, primary and secondary data. The equipments used in the research were equipments for water and soil sampling, laboratory analysis, coastal ecosystem observations, and location positioning. The methods consist of natural resources valuation, development of zonation using geographic information system, development of management zones and strategies, and strategies for integrated coastal area management. The results show that land and water resources quality is low, marine resources quality is low due to marine ecosystem pollution and degradation. The beach types are dominantly sand beach along Kecamatan Labuan, mud sediment beach along Kecamatan Pagelaran, and coral reef bed along Kecamatan Panimbang and Cigeulis. The results of zonation show zones of settlement in all study area, plantation in Kecamatan Labuan, Jiput and Cigeulis, forest in Kecamatan Labuan, Jiput and Cigeulis, wetland agriculture in Kecamatan Labuan, Jiput, Pagelaran and Panimbang, industry in Kecamatan Labuan, Pagelaran and Panimbang. Spices zone is in Kecamatan Jiput, Panimbang and Cigeulis. Fish pond culture is in Kecamatan Panimbang, while mangrove and silvo-fishery and coastal tourism are in Kecamatan Labuan, Pagelaran, Panimbang and Cigeulis. Marine tourism, coral reef, floating net (KJA) and sea grass cultures are in Kecamatan Labuan, Pagelaran, Panimbang and Cigeulis. Preservation zone is to be managed stt-ictly only for science and research purposes, conservation zone is for limited utilization, and development zone is to be managed for optimal economic development by considering commodity, sector and infrastructure which are existing and being developed. Strategies for western coastal zone management in Kabupaten Pandeglang include increasing of existing probabilities in line with decreasing weakness and challenges.
