Hubungan antara Perubahan Ruang Terbuka Hijau dengan Tingkat Perkembangan Prasarana dan Fasilitas Pelayanan di Jakarta Selatan

Kota-kota di seluruh wilayah Indonesia, khususnya Kota Administrasi
Jakarta Selatan, DKI Jakarta terus berkembang dengan pesat. Salah satu bentuk
pertumbuhan fisik wilayah perkotaan adalah perubahan penggunaan lahan,
diantaranya perubahan lahan ruang terbuka hijau atau lahan bervegetasi menjadi
lahan terbangun. Tujuan penelitian adalah 1). mengidentifikasi pola dan laju
perubahan lahan ruang terbuka hijau, 2). mengetahui hierarki dan perkembangan
prasarana atau fasilitas pelayanan, 3). mengetahui hubungan luas RTH dengan
perkembangan prasarana dan fasilitas pelayanan, pertumbuhan penduduk dan
peruntukan tata ruang di Jakarta Selatan. Penelitian ini dilakukan dengan analisis
sistem informasi geografi (overlay) peta tutupan lahan tiap titik tahun dengan peta
administrasi, teknik pendugaan pertumbuhan, analisis skalogram, dan analisis
korelasi.
Hasil penelitian menunjukkan bahwa perubahan lahan ruang terbuka hijau
menjadi penggunaan lahan lain terutama lahan terbangun terus terjadi pada setiap
titik tahun terpilih. Pada tahun 2000, total luas lahan RTH adalah sebesar 2.580,11
ha, lalu turun menjadi 2.283,01 ha tahun 2005, dan kembali turun pada tahun
2010, 2015 dan 2018 menjadi berturut-turut 2.149,04 ha, 1.430,38 ha, dan
1.312,76 ha. Laju pertumbuhan RTH mengalami penyusutan. Laju penyusutan
luas tertinggi terjadi pada periode 2010-2015, yaitu sebesar 19,08% sedangkan
laju penyusutan luas terendah terjadi pada periode 2000-2005, sebesar 13,81%.
Secara umum, laju penyusutan luas lahan RTH di Jakarta Selatan pada tahun 2000
hingga 2018 adalah 3,74% per tahun. Kecamatan dengan laju penyusutan RTH
tertinggi adalah Kecamatan Kebayoran Baru, yaitu sebesar 68,41% sedangkan
yang terendah adalah Kecamatan Kebayoran Lama sebesar 29,90%.
Peningkatan jumlah prasarana atau fasilitas pelayanan di Jakarta Selatan
juga terus terjadi. Hal ini terlihat dari nilai indeks perkembangan kecamatan (IPK)
dan hierarki wilayah di beberapa kecamatan yang mengalami peningkatan. Pada
tahun 2001 terdapat satu kecamatan berhierarki I, kemudian bertambah menjadi
tiga kecamatan pada tahun 2006. Selanjutnya pada tahun 2011, jumlah kecamatan
berhierarki I turun menjadi dua kecamatan dan tidak terjadi perubahan pada tahun
2014. Namun, jumlah kecamatan berhierarki I kembali turun menjadi satu
kecamatan pada tahun 2018. Perubahan jumlah kecamatan juga turut terjadi pada
hierarki II dan III dengan kecenderungan kecamatan-kecamatan di wilayah Jakarta
Selatan berada dalam hierarki III. Hasil analisis korelasi menunjukkan tidak
adanya korelasi yang signifikan antara luas RTH dengan perkembangan prasarana
dan fasilitas pelayanan, laju pertumbuhan penduduk maupun dengan alokasi RTH
dalam RTRW. Throughout Indonesia, especially the Administrative City of South
Jakarta, DKI Jakarta continues to overgrow. One form of physical growth in urban
areas is land-use change, including changes in green open space or vegetated area
into the built-up area. The purpose of this research is to identify the pattern and
rate of change of green open space, to know the hierarchy and development of
infrastructure and service facilities, and to find out the correlation between the
area of green open space and the development of infrastructure and service
facilities, population growth and spatial planning in South Jakarta. This research
overlays land use maps from each year with administrative maps, growth
estimation techniques, scalogram analysis, and correlation analysis.
The study results indicate that changes in land use of green open spaces
into other land uses, mainly built-up areas, continue to occur at every point of the
year. In 2000, the total size of green open space was 2.580,11 hectares, then
decreased to 2.283,01 hectares in 2005 and decreased again in 2010, 2015, and
2018 to 2.149,04 hectares, 1.430,38 hectares, and 1.312,76 hectares. The growth
rate of green open space is always below the line, which means that the area of
green open space has decreased. The highest area decrease rate occurred in the
2010-2015 period, 19,08%, while the lowest area decrease rate occurred in the
2000-2005 period, 13,81%. In general, the rate of area decrease of green open
space land use in South Jakarta from 2000 to 2018 was 3,74% per year. The subdistrict with the highest GOS decrease rate is Kebayoran Baru District, 68,41%,
while the lowest is Kebayoran Lama District at 29,90%.
The increase in infrastructure or service facilities in South Jakarta also
continues. This can be seen from the value of the sub-district development index
(IPK) and the regional hierarchy in several sub-districts, which have increased. In
2001 there was one sub-district with hierarchy I, then it grew to three sub-districts
in 2006. Furthermore, in 2011, the number of sub-districts with hierarchy I
decreased to two sub-districts, and there was no change in 2014. However, the
number of sub-districts with hierarchy I fell back to one sub-district in 2018.
Changes in the number of sub-districts also occurred in hierarchy II and III, with
the tendency for sub-districts in the South Jakarta area to be in hierarchy III. The
correlation analysis results show no significant correlation between the location of
green open space and the development of infrastructure and service facilities, the
rate of population growth, and the allocation of green open space in the RTRW.
