      Identifikasi Jenis dan Tahap Keekonomian Potensi Hasil Hutan di KPH Bandung Utara Perum Perhutani Divisi Regional Jawa Barat

      Abstract
      Kesatuan pengelolaan hutan (KPH) adalah unit wilayah pengelolaan hutan sesuai fungsi pokok dan peruntukannya agar memberikan manfaat secara maksimal dan lestari. Harapan pembangunan KPH sebagaimana yang dimaksud dalam Peraturan Pemerintah (PP) No. 6 Tahun 2007 Tentang Tata Hutan dan Penyusunan Rencana Pengelolaan Hutan, serta Pemanfaatan Hutan adalah dengan melaksanakan dengan baik seluruh kegiatan pengelolaan hutan di wilayahnya mulai dari perencanaan, pengorganisasian, pelaksanaan, dan pengawasan serta pengendalian. Untuk dapat melaksanakan pengelolaan yang optimal, KPH khususnya dalam perencanaan, perlu terlebih dahulu memiliki data dan informasi yang menggambarkan potensi hasil hutan dari nilai guna langsung atau nilai dari manfaat yang langsung dapat diambil dari sumberdaya, baik barang maupun jasa pada areal wilayah kerjanya. Penelitian ini bertujuan mengetahui potensi hasil hutan dari nilai guna langsung atau nilai dari manfaat yang langsung dapat diambil dari sumberdaya dan tahap keekonomian dari jenis-jenis manfaat hasil hutan di KPH Bandung Utara. Data dan informasi diperoleh melalui wawancara terhadap pegawai KPH, masyarakat sekitar dan pengusaha lokal. Hasil penelitian menunjukkan KPH Bandung Utara memiliki 64 potensi hasil hutan yang terdiri dari 12 jenis hasil hutan kayu, 10 jenis hasil hutan bukan kayu, 3 jenis tanaman pertanian, 4 jenis hewan liar, 4 jenis hewan ternak, dan 31 jenis jasa lingkungan. Potensi hasil tersebut dapat diklasifikasikan ke dalam tahap keekonomian 1 (belum ada ilmu pengetahuan tentang manfaat) sebanyak 0 jenis, tahap keekonomian 2 (ada ilmu pengetahuan tentang manfaat) sebanyak 20 jenis, tahap keekonomian 3 (ada teknologi pemanfaatan) sebanyak 0 jenis, tahap keekonomian 4 (ada manajemen pemanfaatan) sebanyak 12 jenis, tahap keekonomian 5 (ada pasar) sebanyak 12 jenis, tahap keekonomian 6 (ada keunggulan komparatif) sebanyak 7 jenis, dan tahap keekonomian 7 (ada keunggulan kompetitif) sebanyak 13 jenis. Pada tingkat nasional diperkirakan terdapat 49 jenis potensi yang diharapkan sudah mencapai tahap keunggulan kompetitif.
       
      Forest Management Unit (FMU) is a forest management area unit in accordance with its main function and designation that provide maximum benefits and sustainable. Expectations of FMU development as referred to Government Regulation Number 6 of 2007 about Forest Development and Forest Harvest guides that FMU management should carry out all activities properly include planning, organizing, implementing, and controlling on their own territory. In order to implementing an optimum management, especially in planning, its necessary to have data and information that describe potential forest products of direct use value or the benefits that can be taken directly from the resources, both goods and services in the working area. This study aims to identify the various forest products of direct use value or the benefits that can be taken directly from the resources and economic stage of the types of product contained in the forest ecosystem in the FMU area of North Bandung. Data and information were obtained through interviews with FMU staff, community around and local enterpreneurs. The results show that North Bandung FMU has 64 potential forest products, consisting 12 potentials of timber forest products, 10 potentials of non-timber forest products, 3 potentials agricultural crops, 4 potentials of livestocks, 4 potentials of wild animals and 31 potentials of environmental services. The product potentials can be classified into economic stage 1 (which is no knowledge about benefits) is 0 type, stage 2 (which have some knowledge about benefits) are 20 types, stage 3 (which have technology to make benefit) is 0 type, stage 4 (which have management scheme to produce) are 12 types, stage 5 (which have product’s market) are 12 types, stage 6 (which have product’s comparative advantage) are 7 types, and stage 7 (which have product’s competitive advantage) are 13 types. While at the national economy level, there are already 49 potential types that are expected to reach the stage of competitive advantage.
