Partisipasi Petani dalam Program Upaya Khusus (UPSUS) Jagung di Kabupaten Pandeglang

Abstract

Keberhasilan pembangunan sektor pertanian tidak terlepas dari strategi pendekatan program terhadap petani. Kebijakan pembangunan sektor pertanian pada dasarnya bertujuan untuk menjamin ketersediaan pangan untuk masyarakat serta dapat menjadi pendorong bagi pertumbuhan ekonomi. Serangkaian kebijakan sektor pertanian dilakukan guna untuk meningkatkan produksi pangan sekaligus kesejahteraan petani. Kebijakan tersebut diimplementasikan melalui program Upaya Khusus (UPSUS) salah satunya terhadap komoditas jagung. Dalam pelaksanaannya suatu program tidak dapat berjalan tanpa adanya partisipasi petani. Keterlibatan petani turut berpengaruh terhadap keberhasilan program tersebut. Partisipasi petani dalam suatu program dapat dipengaruhi oleh beberapa faktor. Penelitian ini bertujuan untuk 1) mengidentifikasi karakteristik petani pada program UPSUS jagung, 2) menganalisis tingkat partisipasi petani dalam program UPSUS jagung, serta 3) menganalisis faktor-faktor yang mempengaruhi partisipasi petani dalam program UPSUS jagung. Penelitian dilaksanakan pada bulan Agustus hingga Oktober 2019 di Kabupaten Pandeglang. Lokasi penelitian ditentukan secara sengaja (purposive) dengan pertimbangan wilayah tersebut merupakan wilayah sentra pengembangan produksi pada program UPSUS jagung di Provinsi Banten. Jumlah sampel pada penelitian ini sebanyak 94 responden yang terlibat dalam program UPSUS jagung. Data yang diperoleh dianalisis secara statistik deskriptif dan inferensial. Analisis deskriptif dilakukan untuk menganalisis karakteristik responden dan tingkat partisipasi petani, sedangkan statistik inferensial digunakan untuk melihat pengaruh hubungan faktor-faktor yang mempengaruhi partisipasi petani pada program UPSUS jagung. Statistik inferensial yang digunakan pada penelitian ini yaitu dengan Structural Equation Modeling-Partial Least Square (SEM-PLS) dengan bantuan software SmartPLS. Hasil penelitian menunjukan bahwa petani yang terlibat dalam program UPSUS jagung sebagian besar memiliki usia produktif, memiliki pendidikan dan pengalaman berusahatani jagung rendah namun memiliki tingkat kosmopolitan tinggi. Tingkat partisipasi petani pada program UPSUS jagung di Kabupaten Pandeglang berada pada kategori sedang, hal ini menunjukan bahwa partisipasi petani cukup baik dalam program UPSUS jagung. Partisipasi petani dalam program UPSUS jagung dipengaruhi oleh faktor kemampuan petani dan kesempatan. Kemampuan petani memiliki pengaruh positif, artinya semakin tinggi kemampuan petani akan meningkatkan partisipasi petani dalam program UPSUS jagung. Demikian juga halnya dengan faktor kesempatan yang memiliki pengaruh positif terhadap partisipasi petani, yang berarti semakin besar kesempatan yang diperoleh petani akan meningkatkan partisipasi petani pada program UPSUS jagung.

The success of the development of the agricultural sector could not be separated from the strategy of the program approach to the farmers. Agricultural sector development policies aim to ensure the availability of food for the community and could be a driver for economic growth. A series of agricultural sector policies have been carried out to increase food production as well as farmers' welfare. The policy was implemented through the Special Efforts (UPSUS) program, one of which was on corn commodity. In its implementation, a program could not run well without farmers participation. The involvement of farmers also influence the success of the program. This study aimed to: 1) identify the characteristics of farmers in the corn UPSUS program, 2) analyze the level of farmer participation in the corn UPSUS program, and 3) analyze the factors that influence the level of farmer participation in the corn UPSUS program. The study was conducted from August to October 2019 in Pandeglang District. The location of the study was determined intentionally (purposive) with the consideration that the area was a production center area of corn on the UPSUS program in Banten Province. The number of samples in this study was 94 farmers involved in the UPSUS corn program. Analysis of the data used in this research was descriptive and inferential statistics. Descriptive analysis was carried out to analyze the characteristics of respondents and the level of farmer participation, while inferential statistics were employed to see the influence of the relationship of factors that affect on the level of farmer participation. Inferential statistics used in this research was Structural Equation Modeling-Partial Least Square (SEM-PLS) with the help of SmartPLS 3 software. The results showed that the farmers involved in the UPSUS corn program are mostly ranged on productive age, have low education level and posses lower experience in corn farming but have a high cosmopolitan level. The level of farmer participation in the corn UPSUS program in Pandeglang Regency was in the medium category. This level showed that the involvement of farmers is not good enough in the corn UPSUS program. The farmers' participation in this program was influenced by the ability of farmers and opportunity factors. The ability of farmers has a positive influence, meaning that the higher the ability of farmers, including technical and social abilities, which will increase farmers' participation in the corn UPSUS program. Likewise, the influence of the opportunity factor that has a positive value on farmers' participation means that the higher the market support, government support, and information availability will increase farmer participation.
