      PENGEMBANGAN MODEL PENGUKURAN KINERJA UMUM UMKM AGROINDUSTRI DI KABUPATEN BOGOR

      Abstract
      Jumlah usaha mikro, kecil dan menengah di Kabupaten Bogor merupakan yang terbesar di Provinsi Jawa Barat. Berdasarkan data dari Dinas Koperasi dan UMKM terdapat sejumlah 73 ribu UMKM dan 30 ribu IKM. Sebanyak 64% memberikan kontribusi besar untuk Pemerintah Kabupaten Bogor baik peningkatan perekonomian masyarakat maupun penyerapan tenaga kerja. Namun, masih terdapat beberapa faktor yang menyebabkan kinerja UMKM di Kabupaten Bogor belum optimal. Selain itu belum ada model pengukuran kinerja UMKM yang dapat dijadikan sebagai alat ukur kinerja secara multidimensional, sehingga perlu dikembangkan model pengukuran kinerja UMKM umum sebagai pengukuran kinerja UMKM yang mudah digunakan. Pengembangan instrumen dan sistem pengukuran kinerja menggunakan metode Human Centered Design (HCD). Metode ini terdiri atas tahapan inspirasi yaitu observasi dan eksplorasi masalah, ideasi, dan verifikasi. Pemilik permasalahan adalah pelaku UMKM dan pemerintah (Kementerian Koperasi dan UMKM, Kementrian perindustrian, dan Pemkab Bogor). Solusi yang ditawarkan adalah model pengukuran kinerja umum yang dapat mengukur kinerja UMKM secara multidimensional dan menghasilkan sebuah indeks yang merepresentasikan kondisi UMKM secara umum.
       
      The number of micro, small, and medium enterprise (MSME) in Bogor District is the largest in West Java. Based on data from the Department of MSME, there are 73 thousand MSMEs and 30 thousand small and medium industries. As much as 64% of them made a big contribution for Bogor District government in increasing the community’s economy and employment. However, there are still several factors causes the performance of MSMEs in Bogor not optimal yet. In addition, there is no MSMEs performance measurements that can be used to measure the MSMEs performance in multidimensional aspects, therefore it is necessary to develop general as a performance measurement system. Development of this system is using the Human Centered Design (HCD) method, consists of inspiration stage which is problem observation and exploration, ideation, and verification. The problems owners are MSME’s executant and the government. The solution offered is general performance measurement instruments to measure MSME’s performance that can generate the index value in general condition.
