Analisis Kelayakan Finansial dan Perizinan Pendirian Pabrik Kelapa Sawit Skala Miniplant
Abstract
Miniplant sawit merupakan solusi bagi petani sawit swadaya karena Pabrik
Kelapa Sawit (PKS) umumnya dibangun jauh dari perkebunan rakyat
mengakibatkan pendapatan petani sawit swadaya menurun disebabkan rantai pasok
penjualan Tandan Buah Segar (TBS) lebih panjang karena harus melalui
pengumpul. Tujuan penelitian ini ialah menganalisis kelayakan kriteria investasi
pada pendirian miniplant sawit untuk meningkatkan nilai ekonomi dan pendapatan
petani sawit swadaya dan menganalisis sensitivitas terhadap beberapa kondisi.

2.540.779.053, IRR sebesar 54% nilai B/C ratio sebesar 2,8 dengan payback period
selama 2,2 tahun. Analisis sensitivitas menunjukan bahwa akan terjadi perubahan
tingkat kelayakan jika terjadi kenaikan harga TBS sebesar 15% dan 20% dengan
setengah kapasitas pengolahan. Perizinan pendirian miniplant sawit dengan
kapasitas 1 ton TBS/jam dilakukan melalui bupati/walikota.
Oil palm miniplants are a solution for independent oil palm smallholders
because Palm Oil Mills (PKS) are generally built away from smallholder
plantations, resulting in decreased income for independent smallholders due to a
longer supply chain of Fresh Fruit Bunches (FFB) because they have to go through
collectors. The purpose of this study was to analyze the feasibility of investment
criteria in the establishment of oil palm miniplants to increase the economic value
and income of independent oil palm smallholders and analyze the sensitivity to
several conditions. The financial analysis of the oil palm miniplant obtained a
positive NPV value of IDR 2,540,779,053, an IRR of 54%, a B/C ratio of 2.8 with
a payback period of 2.2 years. Sensitivity analysis shows that there will be a change
in the level of feasibility if there is an increase in FFB prices by 15% and 20% with
half processing capacity. Licensing for the establishment of an oil palm miniplant
with a capacity of 1 ton/hour is carried out through the regent/mayor
