| Abstract: | Penelitian ini menganalisis penerapan sistem informasi kesyahbandaran di
PPN Muara Angke dengan metode Likert, SWOT, dan QSPM. Data diperoleh
melalui kuesioner pengguna dan wawancara petugas. Hasil menunjukkan sistem
informasi cukup diterima, terutama dalam kemudahan akses dokumen dan
responsivitas layanan, meski terkendala infrastruktur, keterbatasan SDM TI, dan
literasi digital pengguna. Analisis SWOT menghasilkan empat strategi, dengan
QSPM mengidentifikasi strategi SO sebagai prioritas (TAS=7,05). Penelitian ini
menegaskan pentingnya dukungan kebijakan SPBE serta peningkatan kapasitas
SDM, fasilitas digital, dan literasi pengguna untuk mendukung transformasi
digital pelayanan publik di pelabuhan. Temuan ini memberikan kontribusi empiris
bagi pengembangan model strategi digitalisasi pelayanan kesyahbandaran. Selain
itu, hasil penelitian dapat dijadikan acuan bagi pengambil kebijakan dalam
merumuskan langkah konkret peningkatan efektivitas pelayanan pelabuhan
perikanan di Indonesia.

SWOT This study analyzes the implementation of the harbor master information system at PPN Muara Angke using the Likert scale, SWOT, and QSPM approaches. Data were collected through user questionnaires and staff interviews. The findings reveal that the information system has been fairly well accepted, particularly in terms of document accessibility and service responsiveness, although challenges remain regarding infrastructure limitations, the shortage of IT human resources, and users’ digital literacy. The SWOT analysis produced four strategic alternatives, with the QSPM identifying the SO strategy as the top priority (TAS = 7.05). This study underscores the importance of SPBE national policy support, as well as the enhancement of human resource capacity, digital facilities, and user literacy to foster digital transformation in public services at fishing ports. The results provide empirical contributions to the development of strategic models for harbor master digitalization. Furthermore, the findings can serve as a reference for policymakers in formulating concrete steps to improve the effectiveness of fishing port services in Indonesia.
