| Abstract: | Industri jasa boga merupakan istilah untuk usaha yang melayani pemesanan berbagai pangan siap saji yang dapat langsung dikonsumsi oleh konsumen. Berdasarkan laporan tahunan Badan Pengawas Obat dan Makanan (BPOM) pada periode 2019-2023, pangan asal industri jasa boga menjadi penyebab insiden keracunan pangan terbesar kedua. Regulasi nasional dalam menjamin keamanan pangan di industri jasa boga harus memenuhi standar internasional untuk memastikan sistem manajemen keamanan pangan yang diakui secara global. Tujuan penelitian ini adalah mengidentifikasi kesenjangan (gap analysis) antara persyaratan yang ditetapkan oleh Peraturan Menteri Kesehatan Nomor 2 Tahun 2023 Tentang Peraturan Pelaksanaan Peraturan Pemerintah Nomor 66 Tahun 2014 Tentang Kesehatan Lingkungan dengan standar Sistem Manajemen Keamanan Pangan ISO/TS 22002-2:2013, mengembangkan dokumen panduan keamanan pangan yang mengharmonisasikan kedua standar tersebut, merancang skenario implementasi panduan yang telah dikembangkan, merancang skenario evaluasi untuk mengukur potensi kesesuaian dan efektivitas panduan tersebut. Metode penelitian ini meliputi analisis kesenjangan (gap analysis) antara Permenkes 2:2023 dan ISO/TS 22002-2:2013, yang hasilnya digunakan untuk mengembangkan dokumen panduan keamanan pangan. Selanjutnya, disusun rancangan konseptual untuk implementasi dan evaluasi panduan yang telah dihasilkan. Hasil analisis kesenjangan menunjukkan adanya 17 klausul yang mengandung kesenjangan dengan mayoritas kesenjangan mayor dan kesenjangan karena tidak memiliki padanan langsung dalam Permenkes 2:2023. Berdasarkan temuan tersebut, penelitian ini menghasilkan dokumen panduan keamanan pangan terpadu yang aplikatif untuk industri jasa boga.
Kata kunci: ISO/TS 22002-2:2013, jasa boga, sistem manajemen keamanan pangan, Permenkes 2:2023 The catering industry refers to businesses that provide various ready-to-eat foods for direct consumption by consumers. Based on the annual reports from the National Agency of Drug and Food Control (BPOM) for the 2019–2023 period, food originating from the catering industry was the second leading cause of food poisoning incidents. National regulations for ensuring food safety in the catering industry must align with international standards to establish a globally recognized food safety management system. This study aims to: (1) identify the gaps (gap analysis) between the requirements set by the Minister of Health Regulation No. 2 of 2023 and the ISO/TS 22002-2:2013standard; (2) develop a food safety guideline document that harmonizes both standards; (3) design a conceptual implementation scenario for the developed guideline; and (4) design a conceptual evaluation scenario to assess its potential suitability and effectiveness. The research method involved a gap analysis between Permenkes 2:2023 and ISO/TS 22002-2:2013, the results of which were used to develop the food safety guideline. Subsequently, a conceptual design for the implementation and evaluation of the guideline was formulated. The results of the gap analysis show that there are 17 clauses that contain gaps, with the majority being major gaps and gaps due to not having a direct equivalent in Permenkes 2:2023. Based on these findings, this study produced a comprehensive and applicable integrated food safety guideline for the catering industry.
