Abstract: Perkembangan teknologi digital telah mengubah cara lembaga publik menyampaikan informasi. BRIN TV, bagian dari Badan Riset dan Inovasi Nasional (BRIN), memanfaatkan YouTube untuk menyebarkan informasi terkait kegiatan riset dan inovasi. Penelitian ini menganalisis manajemen produksi berita BRIN TV pada program Kabar Kawasan dan BRIN Daily News dengan menggunakan teori POAC (Planning, Organizing, Actuating, Controlling) dari George R. Terry. Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik observasi, wawancara, dan dokumentasi. Informan terdiri dari tim produksi BRIN TV serta beberapa audiens YouTube sebagai penilai eksternal. Hasil penelitian menunjukkan bahwa prinsip POAC telah diterapkan dalam seluruh tahapan produksi. Namun, masih terdapat tantangan, seperti ketidakkonsistenan kualitas visual, keterbatasan sumber daya manusia, dan distribusi peralatan yang belum merata. Meski begitu, BRIN TV tetap menjalankan perannya sebagai media komunikasi lembaga secara adaptif di tengah perkembangan media digital.
The rapid growth of digital technology has transformed how public institutions deliver information. BRIN TV, part of the National Research and Innovation Agency (BRIN), utilizes YouTube to broadcast research and innovation activities. This study analyzes the news production management of BRIN TV through the programs Kabar Kawasan and BRIN Daily News, using George R. Terry’s POAC theory: Planning, Organizing, Actuating, and Controlling. Using a qualitative descriptive method, data were collected through observation, interviews, and documentation. Informants included the BRIN TV production team and selected YouTube viewers for external content evaluation. The findings reveal that POAC principles are applied throughout the production process. However, challenges remain in maintaining visual consistency, managing limited human resources, and ensuring equal access to equipment. Despite these issues, BRIN TV continues to serve as an adaptive communication channel for the institution in the digital media landscape.
