Abstract: Desa Wisata Pamegarsari (DWP) diresmikan oleh Menteri BUMN bersama Bupati Kabupaten Bogor pada Oktober 2021. Pengelolaannya dilakukan oleh BUMDes, melibatkan masyarakat dengan harapan dapat meningkatkan kesejahteraan masyarakat serta menambah pendapatan asli desa (PADes). Pengelolaan yang dilakukan ini belum memenuhi tujuan tersebut. DWP dihadapkan pada berbagai permasalahan, terutama adanya ketidakharmonisan antara BUMDes dengan pemerintah desa sehingga pengelolaan tidak terlaksana dengan optimal. Selain itu, partisipasi masyarakat kurang aktif, serta penetapan dan peresmian desa wisata hanya berdasarkan pada potensi Situ Lebak Wangi, tanpa mempertimbangkan persepsi dan motivasi masyarakat lokal terhadap pengelolaan desa wisata, sehingga diperlukan penelitian tentang strategi pengelolaan wisata di Desa Wisata Pamegarsari. Penelitian ini bertujuan untuk menyusun strategi pengelolaan wisata di Desa Wisata Pamegarsari. Metode penelitian dilakukan dengan cara wawancara masyarakat dengan kriteria responden diantaranya responden merupakan warga Desa Pamegarsari, usia responden minimal 17 tahun, dan lama tinggal minimal 5 tahun. Analisis deskriptif digunakan untuk menganalisis persepsi, motivasi, dan partisipasi masyarakat. Analisis korelasi Spearman's rho digunakan untuk menganalisis hubungan antara persepsi dan motivasi terhadap partisipasi. Selain itu, analisis SWOT (Strength-Weakness-Opportunities-Threats) untuk merumuskan strategi pengelolaan wisata di DWP. Hasil penelitian ini adalah pengelolaan DWP berfokus pada pengembangan fasilitas dasar, pengelolaan wahana air sebagai atraksi wisata, area kuliner, area pemancingan dan area tempat pemberian makan rusa, pengelolaan ini melibatkan Pemerintah Desa Pamegarsari, BUMDes, Karang Taruna dan masyarakat lokal. Persepsi masyarakat terhadap pengelolaan DWP berada pada kategori netral sebesar 54%. Motivasi dan partisipasi masyarakat dalam pengelolaan DWP berada pada tingkat rendah sebesar 74% dan partisipasi rendah sebesar 86%. Hasil uji korelasi menunjukan adanya hubungan yang kuat antara persepsi dengan partisipasi sebesar 0.684 dan terdapat hubungan yang sangat kuat antara motivasi dengan partisipasi sebesar 0.882. Persepsi dan motivasi masyarakat terhadap partisipasi masyarakat dalam pengelolaan DWP terdapat hubungan yang sangat kuat namun berkorelasi negatif. Strategi pengelolaan Desa Wisata Pamegarsari yang direkomendasikan yaitu (1) penguatan partisipasi, motivasi, dan persepsi positif masyarakat, (2) meningkatkan daya tarik wisata (3) memperbaiki fasilitas desa wisata dan meningkatkan promosi melalui media sosial (4) peningkatan sinergi antar-stakeholder (5) meningkatkan pengetahuan pengelola mengenai pengelolaan wisata di DWP.
Pamegarsari Tourism Village (DWP) was officially inaugurated in October 2021 by the Minister of State-Owned Enterprises (BUMN) and the Regent of Bogor Regency. Its management is primarily overseen by the Village-Owned Enterprise (BUMDes), involving the local community with the dual aims of improving community welfare and increasing the village's original revenue (PADes). However, the current management has yet to fully achieve these stated objectives. DWP faces several significant challenges, notably a lack of harmony between BUMDes and the village government, which has led to sub-optimal management. Furthermore, community participation remains notably low. The designation and inauguration of DWP were based solely on the inherent potential of Situ Lebak Wangi, without adequately considering the local community's perceptions and motivations regarding tourism village management. This underscores the critical need for a research study focused on developing an effective tourism management strategy for Pamegarsari Tourism Village. This study aims to formulate a comprehensive tourism management strategy for Pamegarsari Tourism Village. The research methodology involved conducting interviews with community members who met specific criteria: they were residents of Pamegarsari Village, at least 17 years old, and had resided in the village for a minimum of five years. Descriptive analysis was employed to analyze community perceptions, motivations, and participation. Spearman's rho correlation analysis was utilized to assess the relationship between perception and motivation on participation. Additionally, a SWOT (Strengths-Weaknesses-Opportunities-Threats) analysis was performed to formulate strategic recommendations for DWP's tourism management. The research findings indicate that DWP's existing management efforts include developing basic facilities and overseeing water attractions, a culinary area, a fishing spot, and a deer feeding area. This management involves the Pamegarsari Village Government, BUMDes, Karang Taruna (youth organization), and the local community. Community perception towards DWP's management was found to be in a neutral category at 54%. Conversely, both community motivation and participation in DWP's management were low, recorded at 74% and 86% respectively. Correlation analysis revealed a strong positive relationship between perception and participation (0.684), and a very strong positive relationship between motivation and participation (0.882). Based on these findings, the recommended management strategies for Pamegarsari Tourism Village are: (1) strengthening community participation, motivation, and positive perceptions; (2) enhancing tourism appeal; (3) improving tourism village facilities and boosting promotion through social media; (4) increasing synergy among stakeholders; and (5) improving managers' knowledge of tourism management within DWP.
