Abstract: Pada tahun 2023 terdapat 213 lintasan pelayaran perintis, sementara pada 2024 jumlahnya ditargetkan berkurang menjadi 196 lintasan akibat peningkatan status beberapa jalur menjadi komersial. Menyikapi peluang tersebut, PT Surya Bahtera Maritim mengusulkan pengembangan jalur pelayaran komersial pada Rute R-118. Penelitian ini menganalisis kelayakan pengembangan tersebut dari aspek finansial dan non-finansial, serta merumuskan strategi yang tepat. Penelitian dilakukan pada Januari–April 2025 menggunakan metode analisis finansial (R/C ratio, NPV, IRR, dan PP), teknis-operasional, pasar, serta SWOT. Hasilnya, proyek dinyatakan layak secara finansial dengan R/C ratio sebesar 1,05, NPV positif Rp1.112.724.676, IRR sebesar 34%, dan PP 3,55 tahun. Secara non-finansial, load factor rata-rata 77% melampaui batas minimal 65%, didukung oleh potensi wilayah dan infrastruktur yang memadai. Strategi SO dipilih berdasarkan matriks pairwise comparison sebagai rekomendasi utama. Penelitian ini juga menghasilkan Business Model Canvas (BMC) sebagai implikasi manajerial untuk mendukung pengambilan keputusan strategis PT Surya Bahtera Maritim dalam pengembangan jalur komersial.
In 2023, there were 213 pioneer shipping routes in operation, while in 2024 the number was targeted to decrease to 196 due to the upgrade of several routes to commercial status. In response to this opportunity, PT Surya Bahtera Maritim proposed the transformation of the R-118 pioneer route into a commercial route. This study analyzed the feasibility of the transformation from both financial and non-financial aspects, as well as formulated appropriate strategies. The research was conducted from January to April 2025 using financial analysis methods (R/C ratio, NPV, IRR, and Payback Period), as well as technical-operational, market, and SWOT analysis. The results showed that the project was financially feasible, with an R/C ratio of 1.05, a positive NPV of IDR 1,112,724,676, an IRR of 34%, and a payback period of 3.55 years. From a non-financial perspective, the average load factor reached 77%, exceeding the minimum requirement of 65%, supported by regional potential and adequate infrastructure. The SO strategy was selected based on a pairwise comparison matrix as the main recommendation. The study also produced a Business Model Canvas (BMC) as a managerial implication to support PT Surya Bahtera Maritim’s strategic decision-making in developing the commercial route.
