| Abstract: | Pelaksanaan otonomi daerah menimbulkan permasalahan yang menyebabkan pemerintah daerah cenderung terlalu bergantung pada transfer dana yang diberikan oleh pemerintah pusat. Situasi ini dikenal dengan sebutan flypaper effect. Penelitian ini bertujuan untuk menganalisis pengaruh transfer pemerintah pusat dan determinan lainnya terhadap belanja daerah di kabupaten/kota provinsi Jawa Timur dan apakah terjadi fenomena flypaper effect atau tidak. Metode yang digunakan meliputi analisis metode kuadran, indeks kemampuan keuangan, dan regresi data panel. Hasil penelitian menunjukkan bahwa terjadi fenomena flypaper effect pada belanja daerah pemerintah kabupaten/kota di provinsi Jawa Timur. Hal ini ditandai dengan variabel pendapatan asli daerah dan unconditional grant yang terdiri dari dana alokasi umum dan dana bagi hasil berpengaruh positif dan signfikan terhadap belanja daerah. Selain itu variabel jumlah penduduk, pertumbuhan ekonomi, dan dummy Covid-19 juga memiliki pengaruh yang positif dan signifikan terhadap belanja daerah. Dalam hal ini diharapkan pemerintah daerah dapat memaksimalkan potensi yang ada di daerah dalam rangka meningkatkan pendapatan asli daerah. The implementation of regional autonomy has raised issues that caused local governments to rely too heavily on transfers from the central government. This situation is known as the flypaper effect. This study aimed to analyze the influence of central government transfers and other determinants on regional expenditures in districts/cities in East Java Province, and whether the flypaper effect occurred or not. The methods used included quadrant analysis, financial capability index, and panel data regression. The results of the study showed that the flypaper effect occurred in the regional expenditures of district/city governments in East Java Province. This was indicated by the fact that the variables of local revenue and unconditional grants, which consisted of general allocation funds and revenue-sharing funds, had a positive and significant effect on regional expenditures. In addition, the variables of population size, economic growth, and the COVID-19 dummy also had a positive and significant effect on regional expenditures. In this context, local governments are expected to maximize the potential of their regions to increase local revenue. |
