The implementation of regional autonomy has raised issues that caused local governments to rely too heavily on transfers from the central government. This situation is known as the flypaper effect. This study aimed to analyze the influence of central government transfers and other determinants on regional expenditures in districts/cities in East Java Province, and whether the flypaper effect occurred or not. The methods used included quadrant analysis, financial capability index, and panel data regression. The results of the study showed that the flypaper effect occurred in the regional expenditures of district/city governments in East Java Province. This was indicated by the fact that the variables of local revenue and unconditional grants, which consisted of general allocation funds and revenue-sharing funds, had a positive and significant effect on regional expenditures. In addition, the variables of population size, economic growth, and the COVID-19 dummy also had a positive and significant effect on regional expenditures. In this context, local governments are expected to maximize the potential of their regions to increase local revenue.
